DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors conduct a Public Hearing to review and consider adopting the updated Solano County 5-Year Capital Facilities Improvement Plan for Fiscal Years (FY) 2023/24 through 2027/28.
SUMMARY:
In accordance with Section 66002 of the California Government Code, the 5-year Capital Facilities Improvement Plan (CFIP) has been updated for FY2023/24 through FY2027/28 (Attachment A). A hard copy of the CFIP is also on file with the Clerk of the Board. The CFIP is being presented in advance of the FY2024/25 Budget Hearings to allow Board input prior to finalizing the Capital Projects funding request for FY2024/25. A preliminary list of the recommended capital projects in FY2024/25 is included in Attachment B.
FINANCIAL IMPACT:
There is no cost to conduct the public hearing or adopt the overall 5-Year CFIP. The cost and funding source for projects in the Plan will be included in each fiscal year’s Recommended Budget for Board consideration.
For FY2024/25, the Department of General Services’ capital projects recommendation includes requested new funding of $4,516,200 from the Capital Renewal Reserve Fund and $5,000,000 from Other County Departments or Grants. The total combined FY2024/25 capital project new funding recommendation is $9,516,200. Staff will return to the Board for approval of recommended capital improvement projects during the FY2024/25 Budget Hearings.
While projected capital fund balances suffice to fund proposed FY2024/25 projects, these include the design phase of certain larger projects for which significant construction funding will be needed in subsequent years.
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2023/24 Working Budget.
DISCUSSION:
The CFIP remains a planning document used as the basis to report project progress, establish project priorities, and to develop estimated costs, annual budget requests, and financing plans for improvements to County facilities over a five-year period. The CFIP is also used as a resource document to prepare the annual update for the County’s Public Facilities Fees. The updated CFIP does not include projects administered by the Resource Management Department/Public Works, the Nut Tree Airport, and the County Fairgrounds in Vallejo since projects proposed for these facility groups are reported separately to the Board.
This year’s iteration of the CFIP has been developed and published using a new web-based platform. This allows the CFIP to be displayed in an interactive format with links and additional information not otherwise available in print format alone (although the pages may still be printed from the Solano CFIP website - CFIP Document FY23/24 thru FY27/28 (link provided in Attachment A).
The CFIP identifies planned facility renewal, renovation, new construction, and major maintenance over a five-year period and provides a practical and qualified framework to assist the Board in making well-informed decisions for investing County funds to preserve the quality and value of the County’s real estate assets. In developing the CFIP, the Department of General Services works with departments and the CAO to validate future County operational needs related to building space requirements and potential changes in service delivery models. In addition, the cost of facilities operations and maintenance is evaluated to determine replacement and renewal cycles for major building systems.
In certain instances, project funding is proposed for an initial design phase, whereby approval of funding for design presumes support for the funding of the subsequent construction phase.
The CFIP is updated annually and was last presented to the Board in March 2023. The CFIP projects that have been completed since the last update, CFIP projects to be completed by June 2024, CFIP projects currently in progress that will carry over into the FY2024/25, and new projects added to the updated CFIP are listed in Attachment C.
Review and adoption of the updated CFIP does not commit the Board to funding specific projects and is exempt from the California Environmental Quality Act (CEQA). Individual projects in the CFIP that have not been previously approved by the Board are presented for consideration through the annual budget process or on an individual basis as necessary. CEQA review of individual projects in the CFIP will be conducted, if required, before each project is authorized to proceed with construction.
ALTERNATIVES:
1. The Board may choose not to adopt the updated CFIP; however, this is not recommended because an approved CFIP validates and confirms the prioritization of proposed County capital investments.
2. The Board may direct staff to make changes to the CFIP, and/or direct staff to return later for approval of a revised CFIP.
OTHER AGENCY INVOLVEMENT:
The projects included in the updated CFIP were prepared and developed with input from County Departments and reviewed by the County Administrator’s Office.
