DEPARTMENTAL RECOMMENDATION:
It is requested that the Board of Supervisors consider the appointments of two Board members to serve as representatives and alternates to the Association of Bay Area Governments (ABAG) General Assembly and Executive Board for the term ending June 30, 2022.
SUMMARY/DISCUSSION:
The Association of Bay Area Governments (ABAG) was created as a separate entity established by agreement among its members pursuant to the Joint Exercise of Powers Act, California Government Code Sections 6500, et seq. ABAG is organized for the purposes of establishing a permanent forum for discussion and study of regional and sub regional problems of interest and concern to the counties and cities of the San Francisco Bay Area, developing policies and actions, and providing services and undertaking actions addressing such problems.
The counties of Alameda, Contra Costa, Marin, Napa, San Mateo, Santa Clara, Solano, and Sonoma, the City and County of San Francisco, and within the area of such counties, all cities and incorporated towns now existing or formed in the future, are eligible for membership in ABAG. The Board of Supervisors may choose to appoint one Board member as the primary and one Board member as the alternate representative to both the ABAG General Assembly and ABAG Executive Board appointments; or may choose to appoint different Board members for each of the four appointments.
General Assembly Appointment
Appointments to the ABAG General Assembly shall consist of one representative and an alternate from each member county. The alternate shall be either a member of such body or the chief executive officer of the member. An alternate may act in the absence of the delegate.
ABAG Executive Board Appointment
Appointments to the ABAG Executive Board shall consist of one representative from the Board of Supervisors and one representative appointed by the Solano County City Selection Committee. Each of the appointing bodies may designate an alternate for each of their representatives to act in the representative's absence. Appointments of alternates shall be made in the same manner, with the same qualifications and for the same term as representatives.
The Solano County City Selection Committee has appointed Suisun City Mayor Lori Wilson as its representative and Vacaville Mayor Ron Rowlett as the alternate to the ABAG Executive Board.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item is nominal and absorbed by the department’s FY2020/21 Preliminary Budget.
ALTERNATIVES:
The Board could choose not to make appointments to the ABAG General Assembly and ABAG Executive Board, however this is not recommended as ABAG’s bylaws require appointments from the Board to be made.
