DEPARTMENTAL RECOMMENDATION:

Supervisor Williams requests the Board adopt and present a resolution recognizing November 2026, as National Family Caregivers Month and National Care at Home Month, and acknowledging In-Home Supportive Services home care workers in Solano County in Solano County.

SUMMARY/ DISCUSSION:

The Caregiver Action Network observes National Family Caregivers Month in November, which recognizes the unique role of caregivers who provide care for family.  In addition, each November, the Department of Health and Social Services (H&SS) joins the National Alliance for Care at Home to observe National Care at Home Month.

More than 63 million Americans provide care, often to family members. Their contributions represent hundreds of billions of dollars in unpaid support and play a vital role in helping loved ones manage chronic illness, disability, and the challenges of aging.

National Care at Home Month celebrates various forms of in-home care, including home health care, hospice care, palliative care, Medicaid Home and Community-Based Services, and other types of home care for seniors or those living with a serious disability or acute illness. Home caregivers provide access to high-quality, person-centered healthcare, allowing seniors and others to remain in whatever setting they call home.

For more than thirty years, Solano County, in partnership with the State of California and the federal government, has administered the In-Home Supportive Services (IHSS) program, which provides in-home care assistance to low-income seniors and individuals with disabilities as an alternative to out-of-home care, enabling recipients to remain safely and with dignity in their own homes. In Solano County, IHSS providers assist with personal care, such as bathing, dressing, and eating; household tasks, such as laundry, meal preparation, and shopping; and specialized care, including certain paramedical services and protective supervision for people with cognitive impairments.

As of August 2026, Solano County has over 7,900 home care workers providing care for over 8,000 IHSS clients. Solano County’s Master Plan on Aging and Disabilities shows that the population of residents over 60 is growing and the demand for in-home care workers will increase within the IHSS Program and other health systems. Approximately two-thirds (73%) of Solano IHSS home care workers are related to their IHSS clients, allowing families to keep their loved ones close and in a familiar environment to maintain a higher quality of life.

In November, Solano County recognizes the important role home care workers play in supporting the health and wellness of vulnerable community members.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the District 3 FY2026/27 Working Budget.
