DEPARTMENTAL RECOMMENDATION:

 

The Assessor/Recorder’s Office recommends the Board of Supervisors receive a presentation on the selection of Frances Mesa as the February 2026 “Employee of the Month” making Ms. Mesa eligible to use the parking space designated for the program.

 

SUMMARY/DISCUSSION:

 

On September 13, 2005, the Board of Supervisors approved an ongoing County Administration Center “Employee of the Month” Parking Program for County employees.

 

The month of February has been designated as the month for the Assessor/Recorder’s Office to recognize one of our exemplary employees. Frances Mesa was selected for this honor allowing her to park in the designated area for the month of February 2026. 

 

Frances Mesa has worked exclusively for the Assessor/Recorder for more than twenty years. She began her County career in 2005 as an Office Assistant II for the Recorder’s Office and was promoted to Office Assistant III in 2006 supporting the Unsecured Property Division of the Assessor’s Office. In 2011 she became the sole Office Coordinator for both the Assessor and Recorder offices. In 2022, she was promoted to Staff Analyst.

 

Throughout her tenure, Ms. Mesa has developed strong working relationships across County departments and has managed a broad range of administrative responsibilities. Her leadership has encompassed annual budget activities, fiscal oversight, coordination with the Department of Information Technology on key initiatives, and the Department of General Services for small and large capital projects including the department’s space configuration and the Assessor/Recorder’s Office lobby remodel. She has played a vital role in implementing department contracts and participating in the evaluation of a replacement of the Records Management System for the Recorder’s Office. She is frequently relied upon as the department’s primary resource for technical issues and problem resolution, and she contributes positively to office morale through collegial collaboration and a light-hearted approach to workplace activities.  Her contributions exemplify the values of service and teamwork that strengthen the department.

 

Although Ms. Mesa is modest and typically declines recognition, the department wishes to honor her ongoing contributions by designating her as Employee of the Month for February 2026 and authorizing her temporary use of the Employee of the Month parking space.

 

FINANCIAL IMPACT:

 

There is no fiscal impact associated with this selection. The cost of preparing the agenda item is nominal and included in the department’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to select Ms. Mesa as the “Employee of the Month”, however, this alternative is not recommended as her co-workers and department leadership have nominated her as deserving of the Board’s “Employee of the Month” program.
