DEPARTMENTAL RECOMMENDATION:

 

The County Administrator’s Office recommends the Board of Supervisors, sitting as the Board of Directors for the Suisun Fire Protection District:

 

1)                     Authorize the Suisun Fire Protection District to initiate a Nexus Study for its upcoming Fire Protection District Impact Fee update process; and

 

2)                     Approve an Appropriation Transfer Request totaling $142,178 increasing expenditures for various programmatic needs and offset by recognizing $54,546 in revenues from Solano County for a pilot seasonal program and the remainder increased from fund balance.

 

SUMMARY/DISCUSSION:

 

Pursuant to California Government Code §66000 et seq., the County collects a public facilities fee to finance public facilities/capital for countywide services. County code, Article XVI of Chapter 11 provides the mechanism by which the County can levy a fire protection district impact fee on a fire district’s behalf. The County currently collects fire protection district impact fees for Cordelia Fire Protection District (CFPD), Dixon Fire Protection District (DFPD), Suisun Fire Protection District (SFPD) and Vacaville Fire Protection District (VFPD) to finance public capital expenditures for growth induced fire services within their jurisdictions.

 

The Board of Supervisors, in its capacity as the Board of Directors for the Suisun Fire Protection District, is being asked to authorize the initiation of a Nexus Study for the Districts, with the additional inclusion of the Montezuma Fire Protection District.  The action requested by this item is to authorize the initiation for the Suisun Fire Protection District.

 

The Board is also being asked to approve an ATR for the Suisun Fire Protection District totaling $142,178 increasing expenditures for various programmatic needs and offset by recognizing $54,546 in revenues from Solano County for a pilot seasonal program and the remainder increased from fund balance.  The various expenditures in

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.  The District, while dependent, maintains its own budget and revenue sources, resulting in no General Fund impact.

 

ALTERNATIVES:

 

The Board may choose not to approve any and all actions proposed today in order to request additional information pertaining to these items.

 

OTHER AGENCY INVOLVEMENT:

 

Cordelia, Dixon, Montezuma, Suisun and Vacaville Fire Protection District are collaborating on the next steps to initiate a nexus study for impact fee updates.
