DEPARTMENTAL RECOMMENDATION:

 

The Sheriff’s Office recommends the Board of Supervisors:

 

1.                     Accept a donation of one fixed asset workstation, two software programs and one computer from Our Rescue to the Solano County Sheriff’s Office to combat child exploitation and human trafficking;

 

2.                     Delegate authority to the County Administrator to sign the Memorandum of Understanding memorializing the donation; and

 

3.                     Approve an Appropriation Transfer Request of $23,279 recognizing unanticipated donated revenue offset by the equipment and software subscription donation based on the purchase price (4/5 vote required).

 

SUMMARY/DISCUSSION:

 

Our Rescue is a U.S. based, non-profit, non-governmental organization that partners with law enforcement agencies to investigate and prevent child exploitation and human trafficking. Our Rescue has generously offered to donate software and hardware that will enable the Sheriff’s Office detectives to extract evidence from various digital devices and media, such as mobile phones, hard drives and solid-state-drives in order to identify and locate predators and protect and assist in the rescue of victims.

 

Our Rescue is donating one fixed asset Talino workstation, a 12-month subscription to GrayKey License - Essentials including hardware, and a 12-month subscription to Magnet AXIOM Advanced. The Talino workstation is specialized in design for digital forensic investigations and equipped with tools to extract, analyze and document digital evidence safely, efficiently and with the integrity to maintain chain of custody for evidence. Magnet Axiom is digital forensic software which excels in data recovery, even from encrypted files, and provides analytics to help uncover data patterns. GrayKey License is a mobile forensic software tool that functions in conjunction with GrayKey hardware to extract data from iOS and Android devices.

 

The Sheriff’s Office is increasingly confronted with cases that require extraction of digital evidence from smartphone, computers, tablets, and hard drives and these donated tools will enhance the ability to do so. By accepting this donation, Solano County agrees to use the tools for the investigation of human trafficking and child exploitation related offenses and to provide information and statistics to include the number of individuals arrested and/or victims identified to facilitate program evaluation.

 

FINANCIAL IMPACT:

 

After consultation with Purchasing and the Auditor-Controller’s Office, and in accordance with generally accepted accounting principles, the equipment will be recorded at the purchase price and/or fair market value at the time of donation. The estimated value of the donation is $23,279 which includes: one Talino workstation ($5,419), a 12-month subscription to GrayKey License - Essentials ($10,722), one GrayKey hardware component ($687), and a 12-month subscription to Magnet AXIOM Advanced ($6,451). The Sheriff’s FY2024/25 Working Budget does not include sufficient appropriation; therefore, an Appropriation Transfer Request is necessary to record the donated equipment and offsetting donated revenue. Board action will not impact the County General Fund for FY2024/25.

 

The ongoing annual software subscription is estimated at $17,173 and will be included in the Sheriff’s Office subsequent Requested Budgets beginning in FY2026/27.

 

The cost associated with preparing the agenda items is nominal and absorbed by the department’s FY2024/25 Working Budget.

 

ALTERNATIVES:

 

The Board may choose not to accept this donation; however, this is not recommended since it supports Board’s goal of improving the lives of Solano County citizens and making Solano County a safer place to live in.

 

OTHER AGENCY INVOLVEMENT:

 

The Sheriff’s Office has worked with County Counsel, the Department of Information Technology and the Auditor-Controller to assess the donation and impact of accepting this donation.
