DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors:
1. Approve a contract for $1,283,532 with Honeywell Building Solutions of Sacramento, CA (Attachment A) for the CAC-CEC Security Camera Upgrades Project located at 601 and 675 Texas Street and 501 Union Avenue in Fairfield;
2. Authorize County Administrator or designee to execute the contract and any subsequent amendments, with County Counsel concurrence, within the approved project budget; and
3. Approve an Appropriation Transfer Request (ATR) of $196,600 from the Accumulated Capital Outlay Fund Contingency to the Project (4/5 vote required).
SUMMARY/DISCUSSION:
The Department of General Services recommends the Board approve a contract (Attachment A) in the amount of $1,283,532 with Honeywell Building Solutions (Honeywell) of Sacramento. The contract provides for the design and installation of a fully integrated security camera surveillance system for the CAC-CEC Security Camera Upgrades Project (Project), located at the County Administration Center (CAC) at 675 Texas Street, the County Events Center (CEC) at 601 Texas Street, and the CAC Parking Garage at 501 Union Avenue in Fairfield.
The existing surveillance systems at these facilities are outdated, incomplete, or not integrated with the County’s campus-wide Honeywell Security Monitoring System, resulting in security vulnerabilities. To assess surveillance needs, Catalyst Consulting Group, Inc. of Napa conducted a site evaluation and recommended implementation of a standardized, fully integrated system across all three buildings to improve overall coverage and security effectiveness.
The Project will deliver a modern, campus-wide security camera surveillance system aligned with current industry best practices. The new system will enhance safety and monitoring capabilities by providing a consistent and reliable surveillance platform throughout the CAC, CEC, and parking garage facilities.
In accordance with Public Contract Code Section 3400 and County’s Purchasing Policy, the Project qualifies for exemption from competitive bidding requirements due to the requirement for proprietary equipment compatibility. Honeywell was selected based on their exclusive ability to deliver upgrades that are fully compatible with the County’s existing Honeywell infrastructure. Selecting another vendor would introduce system integration risks and result in higher long-term maintenance and operational costs.
FINANCIAL IMPACT:
The total estimated project budget is $2,092,600. The project is currently funded by Capital Renewal Reserve and Accumulated Capital Outlay Funds under Budget Unit 1722, with a total approved budget of $1,896,000. To fully fund the Project, General Services recommends a funding augmentation of $196,600 from the Accumulated Capital Outlay Fund Contingency.
This additional funding is necessary to address unforeseen field conditions, including expanded camera equipment needs and repurposing of existing cabling and wiring. A detailed breakdown of funding sources and estimated project costs is provided (Attachment B).
ALTERNATIVES:
1) The Board could reject, postpone, or request bidding the project. These actions are not recommended since the Project is exempt from competitive bidding due to the proprietary Honeywell system and re-bidding would delay implementation, increased costs, and create system compatibility issues, prolonging current security risks.
2) The Board could choose not to approve the ATR; however, this is not recommended. The Project cannot be completed as designed and the added cost addresses unforeseen site conditions and necessary equipment upgrades critical to system performance.
OTHER AGENCY INVOLVEMENT:
The Department of General Services collaborated with the Sheriff’s Department and Department of Information Technology in developing the project scope. County Counsel has reviewed and approved the contract as to form.
