DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors:
1. Approve the Notice of Completion for the Clay Bank Detention Center Security Fence - Easement Improvement at Solano County by Pro Builders of Orangevale, CA; and
2. Authorize the Clerk of the Board to record the executed Notice of Completion.
SUMMARY/DISCUSSION:
On January 14, 2020, the Board awarded a construction contract to Golden Bay Fence Plus Iron Works, Inc. for removal and replacement of existing chain link security fencing at the Clay Bank campus with new, taller security fencing. That work was completed in August of 2021 (Notice of Completion approved 8/24/2021).
Subsequently, on February 28, 2023, the Board awarded a separate construction contract to Pro Builders to clear and grub 18,000 sq. ft. (square feet) of weeds along the northern boundary of the site, grade for positive stormwater drainage, and apply pre-emergent weed herbicide (Project). One owner-requested change order was executed for the installation of an additional secure access gate between the detention center areas and the adjacent Animal Care facility. The work makes it easier for County Grounds personnel to maintain the northern perimeter strip, helping ensure visual oversight by security staff. The Department of General Services recommends that the Board approve a Notice of Completion with Pro Builders of Orangevale (Attachment A).
FINANCIAL IMPACT:
On February 28, 2023, the Board awarded a construction contract for $100,000 to Pro Builders for the base Project. One owner-requested change order for $9,086 was executed for installation of a new secure access a gate the detention center areas, and the adjacent Animal Care facility for a total contract amount of $109,086. The prior final fencing replacement contract with Golden Bay Fence Pus Ironworks Inc. totaled $518,937, for a total combined construction cost of $628,023. Other project-related expenses totaled $357,977 as listed in Attachment B.
Total approved funding in Budget Unit (BU) 1740 for the overall project is $986,000. The project was funded by General Fund - Capital Renewal Reserve in FY2017/18 and Criminal Justice Temporary Construction Fund in FY2020/21.
The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget.
ALTERNATIVES:
The Board could choose not to execute and record the Notice of Completion. This action is not recommended since Pro Builders has successfully fulfilled the terms of the contract. Failure to adopt the Notice of Completion will prevent release of final contract retainage, which could result in adverse claims.
OTHER AGENCY INVOLVEMENT:
The Sherriff’s Office and Department of General Services Facilities Operations Division were consulted during preparation of the plans and technical specifications for the project and the project schedule. County Counsel provided legal guidance during the Project.
