DEPARTMENTAL RECOMMENDATION:

 

The Department of Information Technology (DoIT) recommends that the Board of Supervisors:

 

1.                     Approve a three-year contract with WorldPay, LLC for the period of April 14, 2026, to April 13, 2029, to provide payment processing services for Solano County; and

 

2.                     Authorize the County Administrator to execute the agreement and any amendments, with County Counsel concurrence, that have no fiscal impact.

 

SUMMARY/DISCUSSION:

 

WorldPay provides payment processing services for Solano County, including online payment gateways, point-of-sale (POS) hardware, and mobile card readers. They support various payment methods such as credit and debit cards, digital wallets, and ACH transactions, and are used across various payment channels.

 

This contract enables the County to receive vital support, ongoing maintenance, and upgrades for its existing payment systems. It will also enhance our capacity to meet the demands of county departments and facilitate the consolidation of all payment platforms into a unified system.

 

Historically, all County payment systems have been provided by this vendor, originally named Metavante, then FIS, and now WorldPay, and managed through contracts overseen by the Tax Collector’s Office. This long-standing relationship has provided continuity, institutional knowledge, and reliable service delivery across departments.  In 2021, the Tax Collector’s Office conducted a competitive Request for Proposals process to evaluate additional payment service options. Through this process, the County gained valuable insights into its diverse and complex payment needs across departments. As a result, WorldPay has continued to process approximately 70% of County transactions under the prior agreement.

 

WorldPay fully meets the County’s current requirements and the proposed contract will enable the County to effectively access services with WorldPay to address the County’s payment system needs. DoIT will work with the Tax Collector’s Office on streamlining payment systems into WorldPay as the primary vendor in the future.

 

FINANCIAL IMPACT:

 

WorldPay will charge users a convenience fee per transaction as outlined below:

 

Users pay Worldpay a 2.25% card fee for tax payments, and a 2.35% card fee for non-tax payments, each with a minimum charge of $1.49. For agency-funded transactions, the applicable rate is 2.25%. Departments are responsible for budgeting for POS terminals, cellular service plans, paper rolls, and other consumables as required. Customers will retain the ability to pay by check or cash without incurring a charge.

 

In addition, the contract includes rates for support services and hardware as needed to support the County’s use of the system.

 

ALTERNATIVES:

 

The Board could choose not to approve this contract amendment; however, this is not recommended. The WorldPay contract supports critical payment services that provide convenient, secure, and accessible payment options for residents and customers across multiple County departments. Not approving the amendment could result in disruptions to these services, limiting payment options and negatively impacting the customer experience and the County’s ability to efficiently process transactions. 

 

OTHER AGENCY INVOLVEMENT:

 

DoIT has been working with the Tax Collector’s Office and other County departments to ensure payment processing needs. The County’s Administrator’s Office has reviewed this request and County Counsel has reviewed and approved as to form.
