DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) requests that the Board approve the appointment of Rachelle Jackson to serve on the Solano County Mental Health Advisory Board (MHAB) for a term to expire on January 22, 2022.
SUMMARY/DISCUSSION:
Welfare and Institutions code 5604-5604.5 specifies that the governing body of each County shall appoint a mental health board consisting of individuals who have experience with and knowledge of the mental health system and that Board membership should reflect the ethnic diversity of the client population in the county. At least 20% of the MHAB must be a consumer of mental health services and at least 20% must be a family member of an individual who is receiving or has received mental health services, with consumers and family representation totaling at least 50% of the board membership.
The Solano County MHAB has been in existence since August 11, 1977 and consists of a diverse seven membership roster including one position filled by a member of the Board of Supervisors, currently held by Supervisor Brown.
Rachelle Jackson is a lifelong resident of Vallejo and has nearly 20 years of experience working with children and families from high risk, underserved communities in both Solano and Contra Costa County. Ms. Jackson is a Licensed Clinical Social Worker who provides therapy to couples, families, and individuals looking to heal from depression, lack of self-esteem, stress, relationship issues, parenting challenges and more.
Ms. Jackson has a Master of Social Work (MSW) specializing in children, youth and families, from California State University, Long Beach and completed her undergraduate degree in Criminal Justice from California State University, Sacramento. Ms. Jackson has a Pupil Personnel Services Credential and is a Certified Case Manager. Ms. Jackson's interests include increasing behavioral health awareness in at-risk communities and advocating for equitable access and mental health treatment for all. Ms. Jackson focuses on supporting women as they work through life stressors, including; self-esteem, body image, maternal depression (pre/postpartum), motherhood, and life transitions.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2018/19 Adopted Budget.
ALTERNATIVES:
The Board may choose not to approve this appointment. This is not recommended as H&SS and the MHAB have determined that Ms. Jackson qualifies and has a desire to serve the County and its mental health consumers in this capacity and the MHAB approved the appointment.
OTHER AGENCY INVOLVEMENT:
The current members of the MHAB support the appointment of Rachelle Jackson to serve on the Solano County Mental Health Advisory Board.
