DEPARTMENTAL RECOMMENDATION:
It is recommended that the Board receive a presentation from the Department of Resource Management on the selection of Charlie Palomeras for "Employee of the Month" for June 2024, making him eligible to use the parking space designated for this program.
SUMMARY/DISCUSSION:
On September 13, 2005, the Board of Supervisors established the County Government Center "Employee of the Month” parking program for County employees. Each month a County department is designated to select one of its employees as "Employee of the Month." The Department of Resource Management has been designated to select an employee for June 2023. The Department has selected Charlie Palomeras as the deserving employee.
Charlie Palomeras began working for Solano County as an Engineering Aide on July 10, 1989 working on field projects. Charlie was promoted to Engineering Technician in 1998 and eventually to Senior Engineering Technician in 2001 to work on survey mapping and development review. In his 34 years of service to Solano County, Mr. Palomeras has proven himself an essential member of the Public Works Engineering Division based on his technical skills and as a leader and mentor to his coworkers. As the lead Senior Engineering Technician in the Survey Section, Charlie specializes in assisting the County Surveyor by reviewing subdivision maps, records of survey, and corner records. He also handles processing of transportation and encroachment permits, deed research, and impact fee reporting.
Charlie has shown a high level of commitment, competence, and precision in reviewing the variety of permits, plans, and record documents submitted. His decades of knowledge and experience reviewing land use entitlement maps is unmatched in our region. He has demonstrated leadership through organizing our mapping system, improving the review process, and training others on essential Subdivision Map Act tenets.
Charlie has committed himself to many new and challenging assignments through the years and contributes his extensive knowledge of County processes and policies with the public and Department staff. Mr. Palomeras demonstrates professionalism and excellence in the performance of his duties, along with excellent interpersonal skills and sense of humor, and is well deserving of the "Employee of the Month" recognition.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget.
ALTERNATIVES:
The Board could elect to name someone else as the “Employee of the Month”; however, this alternative is not recommended as Mr. Palomeras is deserving of the Board's "Employee of the Month Parking" program.
