HUMAN RESOURCES' RECOMMENDATION:

 

The Department of Human Resources recommends the Civil Service Commission modify the Accountant-Auditor II classification specification.

 

 

SUMMARY:

 

The Department of Human Resources recommends the Civil Service Commission modify the Accountant-Auditor II classification specification to include supervision over clerical and paraprofessional accounting staff.

 

 

DISCUSSION:

 

The Accountant-Auditor II classification is represented by SEIU, Local 1021. There are six (6) allocations of Accountant-Auditor II in the Auditor-Controller’s Office. This classification is not allocated to any other department in the County.

 

Currently, the Accountant-Auditor II is a journey-level classification in which incumbents perform a full range of complex professional auditing and accounting functions. Employees at this level work independently and exercise sound judgment in carrying out auditing and accounting responsibilities for countywide programs. This classification also provides technical and functional guidance to clerical, paraprofessional, and professional accounting staff.

 

Notably, the Accountant (Journey) classification already includes supervision of clerical and paraprofessional staff within the accounting function. The Accountant-Auditor II classification is closely related to, but more advanced than, the journey-level Accountant position. Extending supervisory responsibilities to the Accountant-Auditor II is consistent with existing practices across other County departments for classifications within similar job families such as the Accountant (Journey).

 

Since, the Accountant-Auditor III classification supervises clerical, paraprofessional and professional accounting staff, including supervision of clerical and paraprofessional staff at the Accountant-Auditor II level establishes a supervisory career path to the higher-level classification. 

 

Attached is a copy of the “add/delete” version of the Accountant-Auditor II classification specification showing the amended text as well as a copy of the final version.

 

ALTERNATIVES:

 

The Civil Service Commission could elect not to approve the proposed classification specification modifications; however, this is not recommended as the revised Accountant-Auditor II classification will better align with existing practices across other County departments with similar such job families.

 

OTHER AGENCY INVOLVEMENT:

 

Human Resources staff worked with staff from the Auditor-Controller’s Office on the modification of the classification specification. On June 23, 2025, the County notified SEIU, Local 1021 of the proposed changes and provided the proposed classification specification revisions. A meeting was scheduled; however, SEIU cancelled and did not reengage to reschedule the meeting. The County sent a close out letter to SEIU on March 23, 2026; there has been no response. The County has met its obligation to meet and confer over the revised classification specifications.
