DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors:
1. Approve a first amendment with Solano County Resource Family Association for $86,747 for a total contract amount of $336,747, to provide enhanced supports and services to Solano County foster youth and their caregivers for the current period through June 30, 2026;
2. Delegate authority to the County Administrator to execute the amendment and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999; and
3. Approve a $86,747 Appropriation Transfer Request to increase appropriations and recognize the unanticipated revenue (4/5 Vote Required).
SUMMARY/DICUSSION:
First established in the Budget Act of 2022, Flexible Family Supports for Home-Based Foster Care was designed to support home-based care and stabilize placements for children and youth in foster care. Allocated funds may be utilized for a defined menu of enhanced supports and services to foster youth and their caregivers, including participation in extra-curricular programs and youth enrichment activities not covered by the caregiver-specific rate, providing respite care opportunities, enabling or continuing relative and nonrelative extended family relationships, and costs for facilitating placement with relative and nonrelative extended family members.
One-time funds for Flexible Family Supports for Home-Based Foster Care originally authorized in the Budget Act of 2022 had an expiration date of June 30, 2025. Additional funds were authorized in the Budget Act of 2023 with an expiration date of June 30, 2026. The Budget Act of 2025 authorized Counties to roll over all unused funding from the initial allocation through June 30, 2026.
On June 24, 2025, the Board approved a contract with the Solano County Resource Family Association for $250,000 to address the needs of foster youth and non-minor dependents within Solano County utilizing current Flexible Family Supports funding. Child Welfare Services has reassessed areas of greatest need, and through its partnership with the Solano County Resource Family Association, proposes an increase in funding of $86,747 for a total contract amount of $336,747 to provide additional services across three critical service areas: Respite Care, Resource Family/Youth Support, and Group Enrichment.
FINANCIAL IMPACT:
The amendment will be funded utilizing remaining Flexible Family Support for Home-Based Foster Care funds. An ATR for $86,747 is needed to increase appropriations and recognize revenue in the Department’s FY2025/26 Working Budget. There is no impact to the County General Fund.
ALTERNATIVES:
The Board may choose not to approve the contract amendment with the Solano County Resource Family Association; however, this is not recommended, as these funds will be utilized to continue supporting foster care families.
