DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors:
1. Adopt a resolution authorizing the grant of a utility easement to Pacific Gas and Electric Company at 321, 355, and 365 Tuolumne Street and 1340 Virginia Street in Vallejo (APN 0057-140-010) to allow ENGIE Services to provide energy improvements at the Vallejo campus; and
2. Authorize the County Administrator to execute the easement deed and any other necessary documents associated with the easement deed, including recording the easement deed as required.
SUMMARY:
The Department of General Services is recommending the Board approve a resolution (Attachment A) granting a utility easement to Pacific Gas and Electric Company (PG&E) at 321, 355, and 365 Tuolumne Street and 1340 Virginia Street in Vallejo (APN 0057-140-010). This easement will fulfill a necessary condition for the installation of the microgrid by Engie Services, allowing PG&E utilities to be extended to the new microgrid and supporting County programs at the Vallejo Campus.
FINANCIAL IMPACT:
PG&E has requested the execution of an Easement Deed (Attachment B) to facilitate the installation of utility extensions for a new microgrid at the Vallejo Campus. PG&E anticipate that Solano County will grant this easement at no cost, with minimal expenses incurred by the County for processing and recording.
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.
DISCUSSION:
On June 22, 2021, the Board approved an energy services contract with ENGIE Services U.S. (ENGIE) to implement energy improvements across multiple County facilities. As part of this contract, a new electrical microgrid is being designed and constructed to serve the Vallejo campus, located at 321, 355, and 365 Tuolumne Street, as well as 1340 Virginia Street in Vallejo. To integrate these buildings into a unified microgrid and provide power, PG&E’s utility facilities must be extended from existing PG&E infrastructure to the new microgrid’s main switchgear. Granting this easement is a necessary requirement for PG&E to approve and construct the extension.
The recommended resolution authorizes the County Administrator to execute the easement deed and any related documents, including recording the easement deed as required.
ALTERNATIVES:
The Board could elect not to approve the utility easement. However, that is not recommended as the utility easement is required to complete the installation of the new microgrid at the Vallejo campus.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the resolution and Easement Deed for legal sufficiency.

APPROVE DEPARTMENTAL RECOMMENDATION
