DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve an agreement for $459,143 with Honeywell Building Solutions of Sacramento for the Health and Social Services Security Camera Upgrade Project at 275 Beck Avenue in Fairfield; and

 

2.                     Authorize the County Administrator or designee to execute the agreement and any subsequent amendments, with County Counsel concurrence, within the approved project budget.

 

SUMMARY/DISCUSSION:

 

The Department of General Services is recommending the Board approve an agreement (Attachment A) in the amount of $459,143 with Honeywell Building Solutions (Honeywell) of Sacramento to provide design and construction services for the Health and Social Services Security Camera Upgrade (Project) located at 275 Beck Avenue in Fairfield.

 

The Project will replace the outdated and unsupported security camera system with an improved, fully integrated digital video surveillance solution.  The existing system was originally installed by Honeywell, is nearing the end of its service life and is no longer fully supported, resulting in limited functionality and increased maintenance challenges.

 

The upgrade will significantly enhance site-wide surveillance capabilities, streamline data networking and storage infrastructure, allow remote access, improve video quality, and include strategically placed cameras to ensure comprehensive coverage of critical areas.  As part of this effort, new camera locations will address visibility gaps created by site changes, such as the solar canopies.  These improvements will strengthen the County’s ability to monitor the facility effectively and support its ongoing initiative to standardize surveillance systems across County facilities, streamlining maintenance, and improving operational security.

 

In accordance with Public Contract Code Section 3400 and County’s Purchasing Policy, the Project is exempt from competitive bidding requirements when matching existing proprietary systems.  Honeywell was selected due to their exclusive ability to upgrade and integrate with the existing Honeywell infrastructure.  Using a different vendor would risk system integration issues and increased costs.

 

FINANCIAL IMPACT:

 

The total approved budget for the Project is $805,000.  The Project is fully funded by Capital Renewal Reserve and Accumulated Capital Outlay Funds under Budget Unit 1705.  A detailed breakdown of funding sources and estimated project costs is provided (Attachment B). 

 

The costs associated with preparing this agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.

 

ALTERNATIVES:

 

The Board could reject, postpone, or request bidding the project. These actions are not recommended, as they would delay critical security improvements and could increase the risk of continued or escalating security concerns at the facility.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of General Services’ Capital Project Management and Facilities Operations Divisions, in collaboration with Health and Social Services, reviewed the proposed project scope.  County Counsel reviewed and approved the contract as to form.
