The Department of Health and Social Services recommends that the Board of Supervisors:

1.                     Adopt a resolution to receive two noncompetitive allocation awards from the State Department of Housing and Community Development: $269,516 for Round 8 of the Transitional Housing Program and $121,335 for Round 5 of the Housing Navigation and Maintenance Program effective for two years upon execution of the agreements, to assist young adults aged 18 to 24 years who were formerly in the foster care or probation systems to overcome barriers to housing and reduce the risk of homelessness; and

2.                     Delegate authority to the County Administrator or designee to execute the allocation agreement and related documents necessary to accept the allocation awards.

SUMMARY:

The Health and Social Services Department, Child Welfare Services Division (CWS) administers funding from the California Department of Housing and Community Development (HCD) under the Transitional Housing Program (THP) and Housing Navigation and Maintenance Program (HNMP).

The Transitional Housing Program (THP) funds county child welfare service agencies to help young adults aged 18 to 24 years find and maintain housing, with priority given to those formerly in the foster care or probation systems. THP funds may be used for coordinating services and linkages to community resources within the child welfare system and the homeless Continuum of Care.

The Housing Navigation and Maintenance Program (HNMP) is a California state initiative designed to support youth adults aged 18 to 24, particularly those transitioning out of foster care or the probation system, in securing and maintaining stable housing. Also administered by HCD, HNMP provides funding to county child welfare agencies to employ housing navigators who assist youth with case management, housing resource services, rent assistance, payment of security deposits, and emergency support such as hotel vouchers for immediate housing.

FINANCIAL IMPACT:

There is no fiscal impact in the current fiscal year. These revenue allocations will be used in the future fiscal years and included in the FY2027/28 and FY2028/29 Requested Budgets.

DISCUSSION:

Youth homelessness remains a significant issue nationally and locally, particularly for transition-age youth exiting foster care, probation, or other systems. In Solano County, the, 2026 Point-in-Time Count held on January 29, 2026, identified 35 youth ages 18 to 24 experiencing homelessness, an increase from the 27 youth identified in 2024. Youth exiting foster care or previously involved with the probation system are at particularly high risk of experiencing homelessness.

CWS serves as the designated applicant for THP funding and administers the THP and HNMP programs. THP provides funding to help youth obtain and maintain stable housing through supportive services and linkages to community resources, while HNMP funds housing navigation, case management, rental assistance, security deposits, and other housing stabilization supports. Through partner-contracted agencies and youth-focused housing programs, CWS assists eligible youth with housing stabilization and connections to employment, education, and income-support opportunities.

The Board of Supervisors has approved THP and HNMP allocation awards annually since 2022. Continued participation in these programs allows Solano County to provide housing navigation, case management, rental assistance, security deposits, and other housing stabilization services for eligible youth ages 18 to 24 who are at risk of or experiencing homelessness.

ALTERNATIVES:

The Board may choose not to adopt the resolution authorizing the acceptance of the noncompetitive allocation award. However, non-acceptance would reduce the community’s funding available to support vulnerable young adults in need of housing support.

OTHER AGENCY INVOLVEMENT:

H&SS partners with local youth organizations and the Probation Department to ensure eligible young adults may be referred to the program for housing support.
