DEPARTMENTAL RECOMMENDATION:

 

Supervisor Vasquez requests that the Board receive a presentation from the Solano County Deputy Sheriff’s Association regarding the recent clean up around the Jose Cisneros Bridge on Pleasants Valley Road and consider a request from the Association to create and install bridge name signs in honor of fallen Deputy Sheriff Jose Cisneros

 

SUMMARY/DISCUSSION:

 

Solano County Deputy Sheriff Jose Cisneros was fatally shot in the line of duty on August 25, 1985. Cisneros was en route to back up another deputy investigating a littering complaint when he saw a vehicle matching the description of a vehicle that had been reported stolen earlier that day. Upon exiting his patrol car, one of two suspects associated with the vehicle pulled a shotgun on Cisneros. During an attempt to get back to his patrol vehicle, 40-year-old Cisneros was fatally shot. Cisneros was just months away from celebrating his 14th year with the Solano County Sheriff’s Office when he was slain. He rose to the rank of sergeant in the United States Air Force before joining the Solano County Sheriff’s Office and was a dedicated father and husband.

 

In 1998, the Solano County Deputy Sheriff Association dedicated the bridge at Pleasants Valley and Cherry Glen Roads in honor of Deputy Cisneros with a memorial plaque. However, weeds and debris had overrun the site and caused reduced visibility of the memorial. Earlier this month, cadets from the Solano County Sheriff’s Office went to the location and cleared weeds and picked up trash that had collected around the bridge and Deputy Cisneros’ memorial.

 

Due to a guardrail that has been installed on the bridge subsequent to the memorial plaque being placed in 1998, it is difficult to see the plaque honoring Cisneros’ life. The Deputy Sheriff Association is requesting to work with county staff to design a sign that indicates the bridge as the “Deputy Jose Cisneros Memorial Bridge” and have the signs installed in such a way as to alert approaching motorists of the bridge’s significance. It is anticipated that the signs will be made in-house at the County sign shop.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item are nominal and absorbed by the District 4 FY2019/20 Adopted Budget. The costs associated with preparation and purchase of the sign materials and their installation are absorbed by Resource Management’s FY2019/20 Adopted Budget and Road Fund.

 

ALTERNATIVES:

 

The Board could choose not to receive this presentation and request from the Deputy Sheriff Association to design, install and place bridge name signs in honor of fallen Deputy Sheriff Jose Cisneros, however, that is not recommended as this is an opportunity to honor Deputy Cisneros and ensure future generations of Solano County residents remember the sacrifice he made on August 25, 1985.
