DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors:
1. Authorize the Director of Resource Management to negotiate and execute a contract change order authorization with Vintage Paving Company, Inc. for up to $175,000 to perform demolition, hauling and disposal services at the Falls School property;
2. Approve Appropriation Transfer Requests (ATRs) for $175,000 from General Services Capital Outlay Expenditure Account to the Road Fund (4/5 vote required).
SUMMARY/DISCUSSION:
The Falls Elementary School on Rockville Road was closed by the Fairfield-Suisun Unified School District in 1998. Solano County purchased the School site in 2021 both to ensure continuity of operations for the Cordelia Fire Protection District, who leased a portion of this site to operate Fire Station #29 and to provide land investment options for public services. When the Cordelia Fire Protection District ceased operations, Resource Management’s Parks Division repurposed the existing bay structure for housing maintenance equipment and an additional area which now operates a small corporation yard that supports operations of both the Patwino Worrtla Kodoi Dihi and the Lynch Canyon Open Space parks.
Now that the site is being utilized, staff is addressing the condition of the remainder of the property, which includes old building structures removed over the last two decades, with remaining foundations, asphalt and concrete paths which are in varying states of dilapidation. In order to begin utilizing the School site, the foundations and concrete paths need to be demolished as they are beyond any useful repair and present varying risks related to tripping hazards and attractive nuisances. Department of Resource Management staff (Staff) are asking the Board to approve a contract change order authorization with Vintage Paving Company, Inc. (Vintage) to perform demolition of the dilapidated concrete and asphalt, offsite hauling and disposal of materials. With the Board’s approval of the ATRs Staff will execute the change order with Vintage and have work completed within the next few months, taking advantage of the off season for better pricing of these services.
Staff generated a scope of work for the School site which includes the following list of general items that need to be completed to provide site accessibility and to enhance site safety:
1) Demolish and excavate approximately 460 cubic yards of foundation concrete;
2) Pulverize and excavate approximately 130 cubic yards of asphalt concrete pavement;
3) Haul demolished and pulverized materials to a landfill or other disposal site approved by the Resident Engineer; and,
4) Backfill, level and compact excavated areas with imported native soils.
Vintage is currently contracted (Attachment A) by Solano County for the 3R Rehabilitation Project 2023 which includes a variety of work items related to site clearing, pulverization, excavation, hauling and disposal. Staff has discussed this change order option with Vintage and pending final negotiation of a contract change order, they are prepared to execute the work once weather and site conditions improve.
FINANCIAL IMPACT:
The current Vintage contract is funded by the Road Fund for public road rehabilitation and repair. The School site work is not Road Fund eligible; therefore, the work will require a General Fund source to pay for the additional contract costs at the School site. Approval of an ATR totaling $175,000 from the General Services Capital Outlay Expenditure Account will provide appropriation totaling $175,000 for a second ATR to provide a fund transfer to the Road Fund to compensate for this work.
The costs associated with preparing this agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board may choose not to authorize the contract order. This is not recommended as the additional contract work can be accomplished swiftly for cost efficiency and to resolve access and safety issues at the Falls School site.
OTHER AGENCY INVOLVEMENT:
None.
