DEPARTMENTAL RECOMMENDATION:

The Public Defender’s Office recommends that the Board of Supervisors adopt and present a resolution and plaque of appreciation honoring Sean Swartz, Deputy Public Defender, upon his retirement from the Public Defender’s Office with over 28 years of dedicated public service to Solano County

SUMMARY/DISCUSSION:

Sean Swartz began in his career with the then-Office of the Conflict Public Defender (now Alternate Public Defender) on October 27, 1998 as an extra-help Deputy Public Defender I and was hired into a full-time position on July 1, 1999. Mr. Swartz was promoted over the years, ultimately to the position of Deputy Public Defender V on October 22, 2018.

Mr. Swartz has proven himself to be a versatile and invaluable asset to the Department throughout his career. Mr. Swartz has served as a defense attorney in every unit and handled every type of case from the most minor of misdemeanors through the most serious felonies, including capital case litigation. In addition, he has served in both the Public Defender and the Alternate Public Defender.

Mr. Swartz has demonstrated excellence in his litigation and advocacy on behalf of his clients through his meticulous and diligent preparation, leaving no stone unturned nor point casually conceded, his well-honed skills and an unwavering determination to get the best possible outcome for his clients. Time and time again, Mr. Swartz’s commitment to the United States Constitution enabled him to achieve excellent results for clients whose circumstances may have seemed hopeless to a less tenacious attorney.

Mr. Swartz has always been willingly to share his vast knowledge and experience to guide, mentor and assist the next generation of deputy public defenders in their maturation and development. He is known by all staff to be an unfailingly kind and considerate person and colleague.

During his nearly three decades of service to Solano County and his indigent clients, Mr. Swartz’s combination of tireless advocacy, compassion and professionalism in the most difficult of circumstances has embodied the highest ideals of Department of the Public Defender.
