Adopt a Resolution determining that Application No. ALUC 25-16 (Solano County Zoning Regulations Amendments) is consistent with the Travis Air Force Base (AFB), Nut Tree and Rio Vista Airport Land Use Compatibility Plans (LUCP).

 

DISCUSSION:

 

Introduction

 

Cal. Public Utilities Code section 21676(b) of the State Aeronautics Act requires the Airport Land Use Commission (ALUC) review zoning regulation changes within an Airport Influence Area.

 

Project Description

 

The County of Solano proposes to amend the zoning regulations in Chapter 28 of the Solano County Code.

 

The Planning Commission heard the item ZT 25 03 on December 4, 2025, and moved to recommend approval with one change to Section 11 that when a written objection is received regarding a waiver application, the application shall be subject to public hearing before the Planning Commission. With said change, the Commission voted unanimously to recommend approval to the Board of Supervisors. The Board of Supervisors is scheduled to hear the item on April 22, 2025.

 

The matter before the Board of Supervisors involves proposed amendments to Chapter 28 of the Solano County Code (Zoning Regulations) updating certain sections with the goal of eliminating ambiguities, correcting errors, and promoting practicality and internal consistency.  The changes can be grouped into seven categories.

 

1.  Corrects typographical errors in Sections 28.75.30, 28.01, Section 28.68, Table 28.31A, and Table 28.42B. 

2.  Clarifies parking standards for public assembly uses. 

3.  Clarifies parking standards for single and multi-family dwellings.

4.  Revises setback requirements for kennels and catteries to make them feasible in the Rural Residential 2.5 and 5 - acre minimum zoning districts. 

5.  Clarifies side setback requirements in the Residential-Traditional Community zoning districts. 

6.  Clarifies the waiver process for residential development standards.

7. Standardizes the permitting requirements for temporary agritourism events and clarifies standards applicable to such event permits.

AIRPORT PLANNING CONTEXT & ANALYSIS:

 

Zoning regulation amendments must undergo review by the ALUC for consistency with the applicable LUCPs. The proposed regulations will apply to the unincorporated areas of the County of Solano, and staff evaluated the proposal using the compatibility zone criteria for Travis AFB, Nut Tree, and the Rio Vista Airport Land Use Compatibility Plans as it applies to the unincorporated area. The proposed amendments do not affect regulations related to flight hazards such as structural heights of objects, hazards related to bird attraction, electrical inference, glare and other flight hazards.

 

Staff analysis of the project is summarized in Attachment A. 

 

Analysis Finding

 

Based upon review, staff find the proposed changes comply with the requirements of the compatibility zones to protect flight and are consistent with the Travis AFB, Nut Tree, and Rio Vista Airport Land Use Compatibility Plans.
