DEPARTMENTAL RECOMMENDATION:
The County Administrator’s Office recommends the Solano County Board of Supervisors receive a presentation on the progress of the Fairground Channel project and other infrastructure projects funded with American Rescue Plan Act funds.
SUMMARY/ DISCUSSION:
On April 26, 2022, the Board of Supervisors allocated a total of $7,292,500 in ARPA funds for eight infrastructure projects. On October 4, 2022, the Board of Supervisors allocated $303,000 for three additional infrastructure projects.
The Solano360 Specific Plan for the Fairgrounds property in Vallejo includes drainage improvements to provide 100-year storm protection for the proposed multi-use Solano360 project site. Improvements to the Fairgrounds Channel would also reduce flood risk to adjacent properties. Of the original infrastructure allocation of $7,595,500, $5,000,000 was allocated to the Fairgrounds Channel drainage improvement project. Background information and project status for the Fairgrounds Channel is provided in Attachment A.
Work began on the Channel improvement project on October 10, 2022 with environmental surveys, technical studies, design, and permitting agency coordination. The revised project design is being submitted to Vallejo Flood and Wastewater District for review. Based on the current design, a Request for Proposals for channel construction will be initiated in July to allow the execution of construction contracts by September 2024. Site construction could begin in early to mid-2025 once all agency permits are approved and following the rainy season. Construction is estimated to be completed in summer/fall 2026.
Of the remaining ten infrastructure projects, three, the Collinsville Pump replacement, the Sandy Beach community potable water system engineering evaluation and the municipal water connection in Rio Vista have been completed. Several of the infrastructure projects, including the water supply feasibility studies with the City of Vallejo and the upper lateral sewer connection in unincorporated Vallejo, are being completed in partnership with other agencies. The remaining ARPA-funded infrastructure projects are under design, permitting, or the feasibility studies are being completed. A project status summary of each of the water, wastewater, and drainage infrastructure projects is included in Attachment B.
FINANCIAL IMPACT:
The Fairgrounds Channel drainage project has obligated $813,659, including $22,960 recently obligated for channel design review by the Vallejo Flood and Wastewater District. Additional outstanding costs include permits, procurement and construction for a total estimated project cost of $4.9M. The total project cost will be confirmed in fall 2024.
There is no cost to receive the presentation. The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget.
ALTERNATIVES:
The Board could choose not to receive the presentation; however, this is not recommended as it gives the Board the opportunity to receive a progress update on the eleven infrastructure projects.
OTHER AGENCY INVOLVEMENT:
The Department of Resource Management coordinated with the County Administrator’s Office, General Services, City of Vallejo, the Vallejo Flood and Wastewater District, US Army Corp of Engineers, San Francisco Bay Regional Water Quality Control Board, California Department of Fish and Wildlife, and the Solano Transportation Authority.
