DEPARTMENTAL RECOMMENDATION:
Supervisor Mashburn requests that the Board authorize the County’s contribution of $3,000 from the General Fund contribution allocated to District 5 to benefit the following organizations, including the American Legion Auxiliary Post 165 for their Girls State program ($1,000), the American Legion Post 165 for their Boys State program ($1,000), and Catholic Charities of Yolo-Solano ($1,000).
SUMMARY/DISCUSSION:
District 5 has identified three (3) local nonprofit organizations to receive non-County contributions totaling $3,000. These contributions will support youth leadership and civic education programs, as well as direct assistance to Solano County residents experiencing financial hardship.
American Legion Auxiliary Post 165 - Girls State Program ($1,000)
The American Legion Auxiliary Girls State program provides incoming high school seniors with a hands-on opportunity to learn about government, leadership, and civic responsibility. During the weeklong program, participants create and operate a simulated state government, elect officials, and explore the political process through interactive activities.
The program promotes nonpartisan civic education, leadership, patriotism, and community involvement while connecting participants with young women from throughout California. Participants are competitively selected and sponsored by local American Legion Auxiliary units, including the Vacaville organization. The contribution will support local students’ participation in the program.
American Legion Post 165 - Boys State Program ($1,000)
The American Legion Boys State program provides incoming high school seniors with a hands-on opportunity to learn about government, leadership, and the responsibilities of citizenship. Participants operate simulated local, county, and state governments through activities that include legislative sessions, elections, court proceedings, and law enforcement presentations.
The program promotes nonpartisan civic education, leadership, and community involvement. Participants are competitively selected and sponsored by local American Legion posts, including Post 165 in Vacaville. The contribution will support local students’ participation in the program.
Catholic Charities of Yolo-Solano - Family Assistance Program ($1,000)
Catholic Charities of Yolo-Solano (CCYS) is a nonprofit 501(c)(3) organization serving individuals and families in Solano and Yolo counties who face poverty, financial hardship, disability, cultural barriers, or other challenges affecting their ability to meet basic needs.
CCYS provides family assistance, immigration services, counseling, friendship services, and court-ordered and Child Protective Services-related services. Its food assistance efforts help address food insecurity by providing essential staples and fresh produce, along with assistance enrolling in CalFresh.
The contribution will support direct services through the Family Assistance program, helping Solano County residents meet essential needs and connect with resources that promote stability and self-sufficiency. Funds will be used exclusively for charitable purposes and will not support religious activities.
Guidelines for Grant Funding Requests:
During the FY2026/27 Budget Hearings, the Board appropriated $75,000, $15,000 to each supervisorial district, to allow Board members to support community service programs. The Board directed County Counsel to provide guidelines on how to recommend funding for qualifying agencies or programs. The guidelines are as follows:
1. Each supervisor must submit the proposed expenditure to the County Counsel and the Auditor/Controller for initial review.
2. The Board must approve the expenditure by a majority vote.
3. The Board must determine that the expenditure is for a public purpose.
4. The Board may authorize an expenditure of public funds to a nonprofit organization so long as the County retains ultimate control over the exercise of judgement and discretion of the intended program.
5. To ensure accountability, all expenditures are subject to audits by the Auditor/Controller.
a) If the recipient provides an activity, program or service (“activity”), it shall provide an activity report within 30 days of the activity that states the number of persons attending (if applicable) or participating activities carried out, feedback from participants (if applicable) and benefits of the activity. The recipient’s failure to provide a report may result in its being considered ineligible for future funding.
b) If the recipient is purchasing property or making improvements, it shall use the funds for only the specified purposes and allow representatives of the county to inspect and/or audit the purchase or the contractor’s performance, the facility or the portion improved with the funds and/or the records pertaining to the expenditures. The recipient shall retain for inspection and audit purposes all books, receipts, documentation and other records of the expenditures for three (3) years from date of receiving funds.
FINANCIAL IMPACT:
The expenditures totaling $3,000 in contributions from District 5 are included in the Department’s FY2026/27 Working Budget. The cost associated with preparing the agenda item is nominal and absorbed by the Department’s FY2026/27 Working Budget.
ALTERNATIVES:
The Board could choose not to authorize these expenditures; however, this is not recommended as this is consistent with Board policy.
OTHER AGENCY INVOLVEMENT:
This report was prepared in coordination with the County Administrator’s office, County Auditor/Controller’s office, and County Counsel.
