DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management recommends that the Board of Supervisors adopt a resolution approving Traffic Order 422 and 423, establishing a No Parking Zone on Rockville Road and establishing a load limit restriction on Mankas Corners Road.

 

SUMMARY/DISCUSSION:

 

Public Works Engineering works with local law enforcement to identify issues and adopt enforceable Traffic Orders to preserve the safe and orderly movement of traffic across the County’s roads. Recently two issues have surfaced that need Traffic Orders: Extending the limits of the existing “No Parking” signage at Rockville Road and Green Valley Road, and addressing the lack of a Load Limit Restriction on Mankas Corners Road.

 

Recently, Public Works Engineering received complaints regarding commercial trucks and vehicles parking overnight on Rockville Road in the shoulder gravel area between Green Valley Road and approximately 500 feet east (see Attachment A - Map).  The intersection of Rockville Road and Green Valley Road is an established No Parking area already by Traffic Order 274; however, recent use has shown that these limits should be extended. The large commercial trucks and commercial vehicles can create noise impacts on the residential area, particularly in the late night and early morning. Traffic Order 422 will prohibit vehicles parking from 10 P.M. to 6 A.M., and also minimize littering and the potential of trespassing onto private property.

 

Rockville Road and Abernathy Road both have 7-ton weight limit restrictions to prevent through-going commercial trucks from avoiding the truck scales on Interstate 80. Mankas Corners Road currently does not have a weight limit restriction and could be used to bypass the scales. Traffic Order 423 will place a 7-ton weight limit on Mankas Corners Road from Suisun Valley Road to the Fairfield City limit (Attachment B - Map).  The California Highway Patrol has notified the Department of their concerns about the County not having a Traffic Order for a weight limit in place.  Establishing this Traffic Order would be in accordance with Section 21101(c) of the Vehicle Code which allows local authorities to prohibit the use of roads by certain vehicles. The recommended weight-limit will have no impact on agriculture equipment and standard delivery trucks.

 

FINANCIAL IMPACT:

 

The estimated $1,400 cost of installing “No Parking” signs on Rockville Road, and weight limit signs on Mankas Corners Road, will be paid by the Road Fund. There is no impact to the General Fund.

 

ALTERNATIVES:

 

The Board could choose to not approve Traffic Order 422 and 423. This is not recommended, as the high number of commercial vehicles on Rockville Road is causing noise impacts to the residential area, and some trucks may be bypassing the truck scales.

 

OTHER AGENCY INVOLVEMENT:

 

The California Highway Patrol has recommended the establishment of the weight limit on Mankas Corner Road.  County Counsel has reviewed this item and approved it as to form.
