DEPARTMENTAL RECOMMENDATION:
The Department of Health & Social Services (H&SS) recommends the Board of Supervisors:
1) Approve 7 Napa/Solano Area Agency on Aging (AAA) contracts for a total of $2,022,991 effective July 1, 2019
2) Delegate authority to the County Administrator, pending County Counsel concurrence, to execute:
a. FY2019/20 contracts on the list of contracts (Attachment A), including those waiting for final execution by the vendor (Attachment B); and
b. Revenue agreements and amendments that are within budgeted appropriations, including modifications to contract limits up to $75,000
3) Authorize the Director of Health and Social Services to execute amendments that are administrative or technical in nature and have no fiscal impact
4) Delegate authority to the County Administrator on behalf of H&SS to authorize grant submissions over $75,000 and to the H&SS Director for grant submissions under $75,000, in order to secure funding to maintain existing programs and projects.
SUMMARY:
The Solano Board of Supervisors approved acceptance of the FY2019/20 revenue contract with the California Department of Aging to distribute funding and provide services for Planning and Service Area (PSA) 28, the Napa/Solano Area Agency on Aging. Authorization is now requested for the County Administrator to execute contracts for the current service providers, effective July 1, 2019.
FINANCIAL IMPACT:
The total federal and State funds awarded by the California Department of Aging to the Napa Solano Area Agency on Aging in FY2019/20 is $2,740,058. $2,498,321 of the total funds will be allocated to cover the costs of contracted services and the remaining $241,737 is for administration costs. $475,330 in unallocated funding will be contracted pending input from the AAA Oversight Board. The costs associated with preparing this agenda Item are nominal and are included in the Department’s FY2018/19 Adopted Budget.
DISCUSSION:
The Napa/Solano Area Agency on Aging is responsible for distribution of funds received from the California Department of Aging for PSA 28 Older Americans Act services. The Board is asked to authorize the County Administrative Officer to execute contracts for the following service providers for the period covering July 1, 2019 to June 30, 2020:
• Faith In Action, $125,000: provide Solano County seniors telephone reassurance and rides to reduce social isolation; provide information and access information to connect Solano County seniors with services; conduct A Matter of Balance fall prevention classes in both Napa and Solano Counties.
• Molly’s Angels, $75,000: provide Napa County seniors telephone reassurance and rides to reduce social isolation in Napa County.
• Collabria Care, $215,000: provide Information and Assistance services; maintain a Caregiver Registry; provide case management and respite care for family caregivers in Napa County.
• Community Action of Napa Valley, $470,084: provide home delivered and congregate meals to seniors living in Napa County. This contract is pending the vendor’s signature.
• Meals on Wheels Solano County, $880,000: provide home delivered and congregate meals to seniors living in Solano County.
• North Coast Opportunities/Redwood Care Givers, $85,000: provide case management, respite care, and information and access to family caregivers, serving Solano County.
• Ombudsman Services of Contra Costa and Solano, $172,907: for Ombudsman services and elder abuse prevention in Solano County.
All contracts contain language specific to the services being provided in accordance with California Department of Aging requirements, including service delivery, units of service, and unduplicated client totals. Data are reported monthly to AAA. During the contract year, each service provider will undergo a programmatic and fiscal audit by AAA staff. Results will be provided to the AAA Advisory Council, AAA Oversight Board, and the Boards of Supervisors for both Napa and Solano Counties.
ALTERNATIVES:
The Board may choose to address some or all of these contracts individually. This is not recommended because approving these ongoing contracts on an individual basis requires the preparation of multiple agenda items. Furthermore, individual approval may disrupt services to vital activities.
OTHER AGENCY INVOLVEMENT:
Napa County, the California Department of Aging, and County Counsel were involved in the development of this agenda item and the contracts for the vendors.
