DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services recommends that the Board of Supervisors:

 

1.                     Approve a revenue agreement with the California Department of Public Health for $526,668, to participate in the Childhood Lead Poisoning Prevention Program for the period of July 1, 2026 through June 30, 2028; and

 

2.                     Delegate authority to the County Administrator to execute the agreement, any related documents necessary to participate in the program, and any subsequent amendments to the agreement, with County Counsel concurrence, up to an aggregate of $74,999 per fiscal year.

 

SUMMARY/DISCUSSION:

 

Solano County Health and Social Services (H&SS), Public Health Division, was awarded $526,668 from the California Department of Public Health (CDPH) to implement the Childhood Lead Poisoning Prevention Program (CLPPP) in Solano County. CLPPP provides direct case management for children affected by lead poisoning in Solano, as well as education and outreach to raise awareness of lead poisoning, prevention, and testing among communities, families, and health care providers.

 

Lead poisoning can occur when lead enters the body through various environmental sources, such as paint, soil, home remedies, spices, or imported ceramics. Lead is a toxic metal that can harm the brain, kidneys, and other organs, especially in children. Even a small amount of lead in a child’s body can cause learning difficulties and developmental delays. The Solano County CLPPP is a state-funded, county-administered program established to eliminate childhood lead poisoning by identifying and caring for children who are lead poisoned and raise awareness of lead poisoning, prevention, and testing. Solano County children and young adults from birth to 21 years of age with an elevated lead level test result ≥ 3.5 micrograms per deciliter (mcg/dL) are eligible for and referred to the program for support services, such as health education, case management, and environmental lead abatement.

 

Solano County Public Health (SCPH) will coordinate lead-related activities of local agencies and organizations, alert the Childhood Lead Poisoning Prevention Branch at CDPH to new sources of lead exposure and barriers in the continuum of care and prevention, and help develop innovative outreach and prevention strategies towards realizing a healthy, lead-safe environment in which all the children of the State of California can achieve their full potential. This grant will fund dedicated staff to support led prevention activities in Solano County, track data, and implement the evaluation component for the period of July 1, 2026, to June 30, 2028. SCPH will lead the coordinated effort to implement these interventions, in close collaboration with relevant partners, including hospitals and health care providers, the Environmental Health Services Division, families, and other community members.

 

FINANCIAL IMPACT:

 

This award provides funding to implement the Childhood Lead Poisoning Prevention Program, including case management, ongoing surveillance, data reporting, and dedicated staff to support these activities and is included in the Department’s FY2026/27 Requested Budget. There is no impact on the County General Fund associated with accepting this funding. 

 

ALTERNATIVES:

 

The Board may choose not to participate in the Childhood Lead Poisoning Prevention Program or approve the revenue agreement. This is not recommended because this program aims to improve the health of Solano County children and diminish the harm caused by lead poisoning.

 

OTHER AGENCY INVOLVEMENT:

 

H&SS works closely with Solano County Resource Management’s Environmental Health Services Division, the CDPH, Solano County healthcare providers, and Solano families for implementation of the CLPPP.
