DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors:
1) Authorize the Director of Resource Management to execute contract amendments totaling $150,000 with Consor North America, Inc. for the Stevenson Bridge Rehabilitation Project; and
2) Authorize the Director of Resource Management to execute amendments to the existing Pacific Gas and Electric Company (PG&E) utility agreement and authorize payments not to exceed $250,000.
SUMMARY:
The Department of Resource Management (Department) is rehabilitating Stevenson Bridge in northern Solano County. Due to the complexity of the project, the Department requires additional services on existing contracts for bridge design, construction management, and utility coordination. The Department requests authorization to execute the following contract amendments with Consor North America, Inc. to provide construction management and construction engineering support necessary to complete the Stevenson Bridge Rehabilitation Project:
1) Construction Management Contract Amendment (Attachment A) - $100,000 increase; and
2) Construction Engineering Support Contract Amendment (Attachment B) - $50,000 increase.
On August 11, 2025, Solano County and Pacific Gas and Electric Company (PG&E) executed a utility agreement (Attachment C) under the County Administrator’s authority to temporarily relocate overhead electric lines and utility poles to accommodate bridge construction based on PG&E's estimated cost of approximately $64,000. PG&E has completed the temporary relocation and will restore the facilities after bridge construction is complete. Since the execution of the utility agreement, unforeseen environmental conditions, construction right-of-way constraints, and contractor safety requirements have increased the level of utility coordination and field work required by PG&E. The Department requests authorization to increase the total compensation authorized under the existing utility agreement to an amount not to exceed $250,000 to cover the additional utility relocation, coordination, and associated field work. Due to the time required for PG&E to process and execute contract amendments, invoices received before execution of the amended utility agreement will be brought to the Board for individual approval.
With the Board's approval of these two amendments and the increased compensation authority under the existing utility agreement, the Director of Resource Management will execute the associated documents necessary to facilitate completion of the Stevenson Bridge Rehabilitation Project.
FINANCIAL IMPACT:
There is no impact to the General Fund. All associated Stevenson Bridge Rehabilitation Project costs will be paid by the Highway Bridge Program with local match costs being split between Solano County and Yolo County Road Funds and are included in the FY2026/27 Working Budget. The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2026/27 Working Budget.
DISCUSSION:
Construction Management Contract Amendment
Bridge rehabilitation requires specialized construction management, inspection, materials testing, and quality assurance services. As construction has progressed, the Department has required additional consultant support to oversee critical construction activities, verify compliance with project specifications, respond to field conditions, and ensure all materials are properly tested. The proposed $100,000 contract amendment with Consor North America, Inc. will provide the resources necessary to complete construction.
Construction Engineering Support Contract Amendment
Construction has required design modifications to address unforeseen field conditions and respond to contractor requests for information. The Department has retained the bridge design engineer to prepare revised plans and specifications, evaluate field conditions, and provide ongoing engineering support throughout construction. The proposed $50,000 contract amendment with Consor North America, Inc. will ensure the Department has construction engineering support necessary to promptly resolve design issues, minimize construction delays, and successfully complete the project.
PG&E Utility Agreement Authorization
The Stevenson Bridge Rehabilitation Project completed design in late 2025. During final design, PG&E identified that their overhead electrical lines conflicted with construction of the bridge foundations and requested a $64,000 utility agreement to complete relocation work. Solano County executed a utility agreement with PG&E on August 11, 2025, under the County Administrator's delegated contracting authority to facilitate the relocation work in advance of construction. Because PG&E owns and operates the electrical facilities, the Department could not competitively procure the work or obtain alternative cost proposals.
PG&E completed temporary utility relocation and vegetation management work in advance of the bridge construction work. Additional unforeseen issues in the creek channel during the preliminary work resulted in approximately $56,000 in additional costs. The County’s contractor for the bridge construction contract has also raised issues related to environmental constraints in the creek channel, right-of-way constraints for equipment operations, and safety setback requirements of the contractor’s crane from the electric lines. PG&E has been asked to evaluate and implement various alternatives to allow the contractor to continue working safely around the temporary utility facilities, including daily safety setback inspections, additional electrical line insulation, relocation of a utility pole, and planning for potential temporary power outages. These additional costs exceed both the original estimate and the County Administrator's delegated contracting authority.
Although current costs are expected to remain below the requested authorization, the Department is requesting authority up to $250,000 to ensure sufficient funding is available to address additional utility coordination and unforeseen field conditions without requiring further Board action. This Board approval would authorize the Director of Resource Management to make payments to PG&E and execute any associated amendments to the existing utility agreement, with total compensation not to exceed $250,000. The increased compensation authority will provide sufficient funding to complete the remaining utility work and avoid delays in bridge construction.
ALTERNATIVES:
The Board may choose not to authorize the proposed amendments and additional compensation to PG&E. This is not recommended because additional consultant services and utility work are necessary to complete the Stevenson Bridge Rehabilitation Project, minimize construction delays, and maintain the current construction schedule.
OTHER AGENCY INVOLVEMENT:
The Department continues to coordinate with Yolo County, PG&E, the Federal Highway Administration, and the resource agencies that issued permits for the Stevenson Bridge Rehabilitation Project.
CAO RECOMMENDATION:
APPROVE DEPARTMENTAL RECOMMENDATION
