DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve a Napa/Solano Area Agency on Aging contract with Innovative Health Solutions for $531,210 to provide nutrition education activities to older adults for the period of October 1, 2024 through September 30, 2025, and delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.
SUMMARY:
The Napa/Solano Area Agency on Aging (N/S AAA) is responsible for the distribution of funds received from the California Department of Aging (CDA) for Planning and Service Area 28 (PSA 28) Older Americans Act services. The N/S AAA provides services to seniors (60 years of age and older) and the public in Napa and Solano Counties. CDA funds are used to provide meals, information and assistance services, caregiver support services, activities related to preventive health, and ombudsperson services to seniors.
Innovative Health Solutions will provide nutrition education activities to older adults and will be funded with revenue received from CDA for the CalFresh Healthy Living Program/CalFresh Expansion. The program’s purpose is to assist older adults in making healthy food choices and choose physically active lifestyles consistent with the United States Department of Agriculture’s Dietary Guidelines for Americans to promote health and prevent disease. The program strives to increase participants’ consumption of fruits and vegetables, increase physical activity, reduce time spent in sedentary behaviors, eat healthy on a budget, and maintain a healthy weight to reduce the risk of chronic disease.
FINANCIAL IMPACT:
Appropriations for this contract with Innovative Health Solutions are included in the N/S AAA FY2024/25 Working Budget and funded with CalFresh Healthy Living Program/CalFresh Expansion revenue. There is no impact on the County General Fund.
The costs of preparing this agenda item are nominal and included in the Department’s FY2024/25 Working Budget.
DISCUSSION:
On November 8, 2022, the Board approved a revenue contract with CDA for $1,180,875 for the period of October 1, 2022 through September 30, 2025 for CalFresh Healthy Living Program/CalFresh Expansion services. In February 2023, a first amendment was executed that provided $43,688 in additional funds, and in March 2024, a second amendment was executed that provided $527,834 in additional funds, for a net total amount of $1,752,397. The recommended Innovative Health Solutions contract is funded with CalFresh Healthy Living Program/CalFresh Expansion funding.
The CalFresh Healthy Living Program/CalFresh Expansion funding also follows the Integrated Work Plan approved by the CDA and includes: increasing the “Everybody Loves Line Dancing” curriculum to include Soul, Country, and Pacific Islander versions at various locations throughout both counties, reaching approximately 300 people; conducting nutrition classes, reaching 300 people; creating a community garden at a low-income senior living location; and working with five senior/community centers to provide programming to encourage healthy lifestyle changes.
A Request for Proposal was released in October 2023. After a review process, Innovative Health Solutions was selected to provide nutritional education service activities to older adults for the period of October 1, 2024 through September 30, 2025.
ALTERNATIVES:
The Board may choose not to approve the contract with Innovative Health Solutions. This is not recommended as the additional revenue received from CDA allows the N/S AAA to expand the nutritional education services that are provided directly to seniors by the provider.
OTHER AGENCY INVOLVEMENT:
The N/S AAA Oversight Board and N/S AAA Advisory Council on Aging were involved in developing this agenda item.
