DEPARTMENTAL RECOMMENDATION:

The Public Defender recommends that the Board of Supervisors receive a presentation on the selection of Kevin Tulabut as the “Employee of the Month” for July 2024.

SUMMARY/ DISCUSSION:

On September 13, 2005, the Board of Supervisors established the County Government Center "Employee of the Month Parking" program for County employees. Each month a County department is designated to select one of its employees as "Employee of the Month". The Public Defender’s Office has been designated to select an employee for July 2024 and selected Kevin Tulabut as the deserving employee allowing him to park in the designated parking area for the month.

Kevin Tulabut joined the Public Defender’s Office on October 17, 2022 as Office Coordinator (C), where he is responsible for all personnel and payroll duties for the department, assists with fiscal duties, and provides administrative support in numerous other ways, such as operations and website maintenance.

Kevin hit the ground running, and with his exceptional organizational skills he imposed order on what could sometimes be a chaotic environment. When he came into the role, it had been vacant for some time with a large backlog of work, along with a constant stream of new tasks. These twenty-one months have seen a large amount of staff turnover and Kevin was responsible for every stage of the hiring and termination processes: creating requisitions, connecting with candidates, wrangling interview schedules, background check submissions, onboarding. Kevin streamlined the process for the department including moving to electronic rather than paper documents.

More recently, the department has been operating without a Staff Analyst, the primary staff member responsible for fiscal duties. Kevin has stepped up to assist in countless ways, reaching out beyond the department to learn what needs to happen and getting it done in a timely manner. Kevin’s work ethic is impeccable and he is a stickler for meeting deadlines, which is a great help to his supervisors, ensuring critical due dates are not missed.

Kevin is an indispensable member of the Public Defender’s Office and his support for the staff and managers has been invaluable. We are very excited for the opportunity to honor Kevin for his contributions to the office.

FISCAL IMPACT:

There is no fiscal impact associated with this selection.

ALTERNATIVES:

The Board of Supervisors could elect to acknowledge someone else as the Employee of the Month; however, this alternative is not recommended as Kevin is deserving of the Department’s recognition.

OTHER AGENCY INVOLVEMENT:

None.
