DEPARTMENTAL RECOMMENDATION:

 

First 5 Solano recommends the Board of Supervisors:

 

1.                     Approve the reappointment of Anthony Ayala to the Solano County Child Care Planning Council (CCPC) for the term of August 8, 2025 - August 7, 2027; and

 

2.                     Approve the appointment of Sabrina Drake to the Solano County Child Care Planning Council for the term of August 26, 2025 - August 25, 2027.

 

SUMMARY/DISCUSSION:

 

Welfare and Institution code §10485 requires the Board of Supervisors and the County Superintendent of Schools appoint the CCPC’s membership. One half of the members are appointed by the Superintendent of Schools and the other half are appointed by the Board of Supervisors; the one additional member is by concurrence. State law also requires that CCPC membership be distributed as follows: 20% consumers of childcare services, 20% childcare providers, 20% community representatives, 20% public agency representatives, and the remaining 20% from any of the above categories at the discretion of the Board and Superintendent of Schools.

 

Mr. Anthony (Tony) Ayala could continue to serve in the Community Representative category on the CCPC. He has held this position on the CCPC since August 2023. With over 25 years of experience in early childhood education, Mr. Ayala has worked in various roles, including as a classroom teacher. He currently serves as a full-time instructor of Child Development and Family Studies at Solano Community College. Additionally, he has consulted with WestEd and the California Commission on Teacher Credentialing, bringing valuable expertise in public policy to the council. Mr. Ayala is also the Vice President of Public Policy for California Community College Early Childhood Education and a steering committee member of the Partnership in Higher Education, among other initiatives in Early Childhood Education. He served as chair of the CCPC during his last term, contributing to his experience in leadership and collaboration. His membership will continue to be a significant asset to the council.

 

Ms. Sabrina Drake will represent child care consumers on the Council, drawing upon her personal experiences as a grandmother of an 8-month-old receiving care in Solano County. Her experiences have significantly enhanced her empathy and strengthened her commitment to advocating for access to high-quality care for all families. Ms. Drake previously served on the CCPC as a Public Agency representative but is not currently on the council. Ms. Drake currently serves as the Director for the Early Learning Center at Solano Community College, encompassing 27 years of expertise in early childhood education. She has previously sat on the CCPC  Her deep-rooted connection to Solano County is evidenced by her coordination of the Child Development Training Consortium and her certification as a CLASS observer, through which she conducted quality assessments in early childhood education programs throughout the region. Furthermore, she holds the position of secretary for the Solano College Early Childhood Education Advisory Committee. Ms. Drake is dedicated to promoting excellence in early learning programs, advancing with integrity, and amplifying the voices of families, children, and educators alike. She is poised to contribute valuable insights and experiences to the council.

 

FINANCIAL IMPACT:

 

There is no financial impact associated with the appointment of CCPC members.

 

ALTERNATIVES:

 

The Board may choose not to appoint the applicants mentioned above. This is not recommended as the applicants have demonstrated an interest in providing their experience and expertise with the CCPC to ensure that quality childcare is available throughout Solano County.

 

OTHER AGENCY INVOLVEMENT:

 

The Solano County Superintendent of Schools has reviewed the application and recommends the re-appointment of member Anthony Ayala and the new appointment of Sabrina Drake to the Solano County Child Care Planning Council.
