DEPARTMENTAL RECOMMENDATION:

The Probation Department recommends the Board of Supervisors approve a plaque of appreciation honoring Kenneth (Ken) Evans, Mental Health Clinician Licensed, upon his retirement from Solano County, with 16 years of dedicated public service with the Solano County Health and Social Services (H&SS) and Probation Departments.

SUMMARY/DISCUSSION:

Ken Evans began his career with Solano County in 2005 as a Social Worker II with the Employment and Eligibility Division of Health and Social Services (H&SS), he was then promoted the following year to Mental Health Clinician registered with the Mental Health Division.  After becoming licensed as a Mental Health Clinician, Ken again promoted within H&SS.

After several years of dedicated work with H&SS, Ken transferred to the Probation Department in 2016 and became the first Licensed Mental Health Clinician at the Vallejo Center for Positive Change (CPC).  The CPCs were in their infancy at the time.  Ken’s work and recommendations for clinical treatment of Probation clients was instrumental in developing comprehensive and multi-disciplinary services at the CPCs.

Mr. Evans worked closely with his CPC unit co-workers to steadily improve services.  He was also committed to supporting the Department as a whole and contributed to a variety of meaningful projects over the years, including redesigning the multimedia communication plan in the lobbies. Ken also served on several department committees, including the Chief’s Advisory Committee, the CARE and Awards Committee, and the Safety Committee.

Mr. Evans compassion for clients and his co-workers was demonstrated daily as he often provided an empathic ear and sound advice during tough times.  The work of Probation is complex, and often the clients struggle with many issues. Ken’s clinical expertise helped bring the Department’s vision of “Firm, Fair, and Care” to life and his commitment to compassionate service will be greatly missed.

Kenneth Evan’s last day with the County was February 7, 2022.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2021/22 Adopted Budget.  The costs associated with preparation and purchase of the plaque are included in the Board’s FY2021/22 Adopted Budget.

ALTERNATIVES:

The Board of Supervisors could choose not to approve the plaque of appreciation honoring Kenneth Evans for his sixteen years of service; however, this alternative is not recommended, as it would be contrary to Solano County’s Employee Recognition Policy.
