DEPARTMENTAL RECOMMENDATION:

The General Services Department recommends the Board of Supervisors approve the appointment of Dana Rounds to the Nut Tree Airport Advisory Committee (NTAAC) to fill the remainder of the Business Pilot Representative term with an expiration date of June 30, 2027.

SUMMARY:

On August 8, 2024, Harvey Martin, the Business Pilot member of NTAAC, submitted his resignation to the Airport Manager. Since then, two separate outreach efforts were conducted to advertise the vacancy. On October 22, 2024, the Board appointed Supervisor Brown and Supervisor Williams as an ad hoc committee for the purpose of interviewing the potential candidates and to make a recommendation to the Board for appointment. The ad hoc committee is recommending the appointment of Dana Rounds to the Nut Tree Airport Advisory Committee to fill the remainder of the Business Pilot Representative term with an expiration date of June 30, 2027

FINANCIAL IMPACT:

There is no financial impact as a result of the recommended action; members of the NTAAC volunteer their time.

The costs associated with the preparation of the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.

DISCUSSION:

The NTAAC was established by the Board of Supervisors on June 22, 2004. The County’s By-Laws for the NTAAC identify a five-member committee comprised of a Recreational Pilot, a Business Pilot, an Area Resident, a Pilots’ Association Member, and a Vacaville Business Representative. The current vacancy is for the Business Pilot Representative.

With the resignation of Harvey Martin, the NTAAC currently has only four primary members. Three members are needed for a full quorum and filling the available position ensures that if two primary members are unable to attend a meeting, the County still has enough members to achieve a quorum and hold a meeting. County staff advertised the vacancies and received applications from four eligible individuals interested in serving on the committee. On November 4, 2024, the ad hoc committee met and interviewed three applicants (one declined the interview). The ad hoc committee recommends the Board appoint Mr. Dana Rounds (Attachment A) as a primary member to the NTAAC.

Mr. Rounds is a 27-year resident of Vacaville, and a longtime member of the commercial and private pilot communities who brings experience and perspective that will benefit the committee.  He is a retired airline pilot who flew for United and Mesa Airlines, flew cargo planes for Stratolift, and was also a flight instructor in both Hawaii and Arizona.

ALTERNATIVES:

If the Board may choose from the following alternatives:

1.                     Appoint either of the other two applicants. This action is not recommended as interviews were held at the request of the Board and the ad hoc committee has recommended the above appointment based on those interviews.

2.                     Not appoint any of the applicants to the NTAAC. This is not recommended as the NTAAC meets quarterly and requires a quorum of a minimum of three members present. Currently, the committee has only four primary members and if more than one member is unable to attend the meeting, the committee would not have a quorum.

3.                     Extend the application deadline to solicit additional applications. This is not recommended as there is no indication that this would generate more eligible applications and it would delay the appointment.

OTHER AGENCY INVOLVEMENT:

None.
