DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve 7 Behavioral Health Division contracts including six contracts for the period of September 1, 2025 through June 30, 2026: $433,552 with Aldea, Inc. for cognitive behavioral therapy for psychosis; $502,359 with Aldea, Inc. for early psychosis treatment services; $605,096 with Caminar, Inc. for shelter services; $1,179,785  with Caminar, Inc. for comprehensive case management services; $733,490 with Caminar, Inc. for supported housing services; $1,166,572 with Caminar, Inc. for employment and educational services; and one contract for the period of August 1, 2025 through June 30, 2026 for $167,350 with IDEA Consulting for program support activities; delegate authority to the County Administrator to execute the contracts and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999; and approve an Appropriation Transfer Request for $50,000 to recognize unanticipated revenue to the IDEA Consulting contract (4/5 vote required).

 

SUMMARY:

 

H&SS is requesting approval of 7 FY2025/26 contracts for the Behavioral Health Division. Six of the vendors provided mental health related services in FY2024/25, which included cognitive behavioral therapy, early intervention services for adults and school-aged children, supported housing and shelter services, comprehensive case management and supported employment and education services. Individuals served by these programs are identified as being at risk of hospitalization, homelessness, involvement in the criminal justice system, incarceration, or are part of an unserved/underserved population.

 

IDEA Consulting will provide strategic planning and interagency program development, including justice system evaluation to support the Behavioral Health Division.

 

FINANCIAL IMPACT:

 

The H&SS, Behavioral Health Division’s FY2025/26 Working Budget includes sufficient appropriations for the seven contracts.

 

The Aldea, Inc. contracts are funded with Mental Health Block Grant (MHBG), Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI), federal and state funding, and 2011 Realignment revenue. The Caminar, Inc. supported housing and shelter contracts are funded with MHSA Community Services and Support (CSS) revenue.  MHSA CSS revenues also fund Caminar, Inc.’s case management contract, along with grant funding from the Department of State Hospitals (DSH).  Caminar Inc.’s employment and educational services contract is funded with MHSA CSS and California Work Opportunity and Responsibility to Kids (CalWORKs) mental health substance abuse allocation. The IDEA Consulting contract is funded primarily with Proposition 47, Providing Access and Transforming (PATH) Justice-Involved (JI) initiative and MHSA CSS revenues.

 

There is no additional impact on the County General Fund.

 

DISCUSSION:

 

The two Aldea, Inc. contracts provide the following services:

 

                     Cognitive behavioral therapy for psychosis treatment services for clinically eligible youth and young adults from age 12 up to age 25 years old. The program improves access to critical behavioral health interventions.

                     Supportive outreach and access to resources (SOAR), the Early Psychosis (EP) Treatment Program for Solano County, which includes mental health early intervention services to eligible individuals between the ages of 12 and 32 years. (a 30-year-old can be referred and receive EP services for two years).

 

The four Caminar, Inc. contracts provide the following services:

 

                     Shelter services for adults with psychiatric disabilities who are homeless or at risk of homelessness for three to six months to support preparing participants to live independently and to secure permanent housing.

                     Comprehensive case management services to seriously and persistently mentally ill consumers, including those with co-occurring substance use disorders.

                     Supported housing services to the 34 units designated No Place Like Home (NPLH) and the 10 units designated Whole Person Care (WPC) at the Fair Havens Commons site.

                     Supported employment and educational services for individuals with mental health and substance use challenges both from the Behavioral Health Division and California Work Opportunity and Responsibility to Kids (CalWORKs) recipients from the Employment and Eligibility Division who desire to seek employment.

 

IDEA Consulting partners with the Behavioral Health Division to provide research, evaluation, quality improvement activities, grant writing, and other special project support services to enhance coordination efforts for individuals with mental health and substance use challenges, including those navigating the justice system.  

 

In FY2024/25, Aldea, Inc. served 15 individuals through early intervention activities and 382 through prevention activities. Caminar, Inc. provided permanent or transitional housing for 72 unduplicated individuals. Caminar, Inc. also provided employment services for 132 unduplicated individuals; of these individuals served, 103 secured employments, and seven were enrolled in vocational/technical courses. Caminar, Inc. provided shelter services to 63 unduplicated individuals. Caminar, Inc. also provided comprehensive case management services to 164 unduplicated individuals. Aldea, Inc.’s psychosis treatment services were implemented in FY2024/25.

 

ALTERNATIVES:

 

The Board may choose not to approve one or more of the contracts. However, the services provided by these vendors are included in the approved MHSA Three-Year Plan and provide critical services to populations served by the H&SS, Behavioral Health Division.

 

Additionally, IDEA Consulting assists H&SS in the coordination and data reporting requirements related to Proposition 47 and other grants/programs for the implementation of Community Assistance, Recovery and Empowerment (CARE) Act and other Justice Reform initiatives. 

 

OTHER AGENCY INVOLVEMENT:

 

The Solano County MHSA Three-Year Plan and Annual Updates are developed in collaboration with community members, including consumers, family members, county and community-based providers, law enforcement, local educational agencies, Veterans, faith-based organizations, and the local Behavioral Health Advisory Board.

 

County Counsel has reviewed and approved the contract for legal sufficiency.
