DEPARTMENTAL RECOMMENDATION:
The County Administrator’s Office (CAO) recommends the Board of Supervisors:
1. Approve a first amendment to a revenue agreement with the Community Action Partnership Solano Joint Powers Authority (CAP Solano JPA) for $172,996 for a total contract amount of $218,120 to provide staffing to the CAP Solano JPA for the current period through December 31, 2024;
2. Delegate authority to the County Administrator to execute the contract.
SUMMARY/DISCUSSION
The Community Action Partnership Solano Joint Powers Authority (CAP Solano JPA) was formed the purpose of providing oversight and coordination of homeless and safety net services. The CAP Solano JPA receives federal and State safety net funding and administers such funding including making grants available to nonprofit entities for the provision of homeless services.
In 2022, the Board of Supervisors, along with all seven cities in Solano County, adopted an amended and restated Joint Exercise of Powers Agreement to amend the governance structure of the CAP Solano JPA to include elected leaders from participating jurisdictions.
Since October 2022, the County has been providing in-kind staffing to the CAP Solano JPA including an approximate half time Management Analyst from the CAO’s Office and legal services from the Office of County Counsel. In August 2023, the County entered into a revenue agreement with CAP Solano JPA for additional staffing of an Extra Help Project Manager to provide coordination of the bi-annual Point In Time Count and to assist the JPA with required grant activities.
The reformed CAP Solano JPA has been undergoing a strategic planning process to address coordinated, regional actions to reduce homelessness. To do this, the JPA has identified the need for dedicated ongoing staffing and is currently undergoing a process of identifying a shared funding strategy and plan for implementation of permanent staffing. In the interim, CAP Solano JPA needs continued staffing support to maintain current functions. The proposed amendment continues the reimbursement to the County of the Extra Help Project Manager and adds reimbursement at the productive hourly rate for up to half time of a Management Analyst from the CAO’s Office through December 31, 2024.
The CAP Solano JPA approved the amendment at their October 26, 2023 meeting.
FINANCIAL IMPACT:
The County is currently providing significant in-kind resources to CAP Solano JPA. The recommended amendment will allow the County to be reimbursed for a portion of CAO time spent providing support to CAP Solano JPA which will help offset the cost which is currently being provided by the County General Fund.
ALTERNATIVES:
The Board could choose not to approve the amendment. This is not recommended as the County has provided significant in-kind resources and this amendment provides an opportunity for the County to be reimbursed for its time.
