DEPARTMENTAL RECOMMENDATION:
The Auditor-Controller’s Office and the Department of Human Resources recommend that the Board of Supervisors adopt a resolution amending the List of Numbers and Classifications of Positions in the Auditor-Controller’s Office to reclassify 1.0 FTE Limited-Term Accountant-Auditor I to 1.0 FTE Limited-Term Accountant-Auditor III.
SUMMARY:
On March 9, 2021, the Board approved the addition of 1.0 FTE Limited-Term Accountant- Auditor I to assist in the accounting and monitoring of various federal/state funds such as FEMA disaster relief funds, CARES Act, and American Rescue Plan Act (ARPA) funds. On March 7, 2023, the Board extended this limited-term position through December 31, 2026, due to the extended reporting requirements relating to ARPA funds. The ACO is requesting that this position be reclassified to a 1.0 FTE Limited-Term Accountant-Auditor III, a classification that is flexibly staffed, in order to promote staff based on qualifications and job performance.
FINANCIAL IMPACT:
The biweekly salary range for an Accountant-Auditor I is $2,810.85-$3,416.60 (Steps 1 - 5); for Accountant-Auditor II $3,221.93- $3,916.28; and Accountant-Auditor III $3,624.84 - $4,406.01. The increase in cost is absorbed in the department’s budget and reimbursed by the ARPA administration funds based on ARPA-hours worked.
DISCUSSION:
The Accountant-Auditor I, II, and III are classifications that only exist in the ACO. The classifications were created back in 2000 to be ‘flexibly staffed’ to allow for staff development and to give the Auditor-Controller management the ability to assign and/or promote staff based on job performance and qualifications without another recruitment. Historically, all Accountant-Auditor positions have been allocated at the higher classification but “underfilled” based on the need at the time of recruitment. Management was then able to promote staff according to performance and job requirements without a recruitment.
Due to oversight, the Limited Term Accountant-Auditor I was not allocated at the higher position of Accountant-Auditor III. The position was initially allocated for a two-year period. However, due to the extended ARPA reporting requirements through 2026, the position has been approved for a total of five years. This length of time gives the assigned staff more experience and the ability to promote due to performance and additional assignments. The proposed resolution provides the ACO with the ability to promote staff based on experience, performance and abilities.
ALTERNATIVES:
The Board can choose not to approve the change; however, this is not recommended since having a flexibly staffed position is consistent with the class description and allows the Auditor-Controller management flexibility in assigning work and promoting staff based on performance.
