DEPARTMENTAL RECOMMENDATION:
The Sheriff’s Office recommends the Board of Supervisors:
1. Accept a donation of one commercial-grade washer-extractor and one tumble dryer from Alliance Laundry Systems Distribution, LLC, to Solano County Animal Care Services; and
2. Approve an Appropriation Transfer Request of $31,078 to record the equipment donation based on the fair market value of the equipment and recognize unanticipated donated revenue (4/5 vote required).
SUMMARY/DISCUSSION:
Alliance Laundry Systems (ALS), through its corporate giving program, supports organizations such as animal shelters, domestic violence shelters, family support services, and homeless shelters through volunteer efforts, equipment donations, and financial contributions. In early 2025, Animal Care Services (Animal Care) submitted an online request for donated equipment to replace the commercial washer and dryer reaching end of life, both purchased in 2007. Staff averages ten (10) loads of laundry daily.
In March 2025, Animal Care was notified by ALS that Solano County would receive one UniMac commercial-grade washer-extractor and one UniMac tumble dryer through its donation program. The new washer-extractor offers significant advantages in energy efficiency, using less water and electricity; load capacity, allowing for washing more laundry at once; safety; and advanced features, touch screen, specialized cycles, customizable programs, smart sensors, automated adjustments to water levels and extraction speeds, and automated dispensing systems. The new tumble-dryer also offers significant advantages in energy efficiency, shortening drying times and reducing utility costs; humidity sensors; safety; and improved drying efficiency. Moreover, the appliances have improved animal hygiene by sanitizing and eliminating bacterial growth on animal blankets, bedding and pads, and toys.
The new appliances were installed at the Animal Shelter on June 19, 2025. The Sheriff’s Office is requesting Board acceptance of the donated equipment.
FINANCIAL IMPACT:
After consultation with the Auditor-Controller’s Office, and in accordance with generally accepted accounting principles, the equipment will be recorded at the purchase price and/or fair market value at the time of donation. The estimated value of the donation is $31,078 ($23,547 for the UniMac washer-extractor and $7,531 for the UniMac tumble dryer). The donated appliances will be considered fixed assets as the fair market value of the appliances exceed the County’s $5,000 threshold. Animal Care’s FY2025/26 Working Budget does not include sufficient appropriation; therefore, an Appropriation Transfer Request of $31,078 is necessary to record the donated equipment and offsetting donated revenue. Board action will not impact the County General Fund.
The cost associated with preparing the agenda items is nominal and absorbed by the department’s FY2025/26 Working Budget.
ALTERNATIVES:
The Board may choose not to accept this donation; however, doing so is not recommended, as the donation directly supports the well-being of animals in Solano County and aligns with the Board’s broader goal of enhancing quality of life and promoting a safer, more compassionate community for all who live in Solano County.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller’s Office was consulted regarding recording the donated equipment.
