DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services (GSD) recommends that the Board of Supervisors:

 

1.                     Approve a contract with OC Jones & Sons, Inc. for $2,471,007 to construct the Solano County Nut Tree Airport Northeast Hangar Taxilanes Reconstruction and Drainage Improvement Project, Phase 2A; and

 

2.                     Authorize the County Administrator or designee to execute the contract and any subsequent amendments, with County Counsel concurrence, within the approved project budget.

 

SUMMARY:

 

GSD recommends the Board approve a contract (Attachment A) for $2,471,007 with OC Jones & Sons, Inc. as the lowest responsible bidder for the Solano County Nut Tree Airport Northeast Hangar Taxilanes Reconstruction and Drainage Improvement Project, Phase 2A (Project) located at 301 County Airport Road in Vacaville.

 

FINANCIAL IMPACT:

 

Construction costs for the Project, are included in the FY 2024/25 Airport Project Budget (BU 9020) in the amount of $2,896,762 (Attachment B), funded through Federal Aviation Administration (FAA) AIP Grant No. 3-06-0270-031-2024 in the amount of $2,607,085, State matching funds from a Caltrans grant in the amount of $130,354, and a local match in the amount of $159,323.

 

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.

 

DISCUSSION:

 

In FY2015/16, the Nut Tree Airport prepared a grant-funded Airport Pavement Management Plan (APMP), in coordination with the FAA, that evaluated the condition of runway and taxiway pavements and prioritized necessary improvements. Due to the overall cost, the FAA was unable to fund the entire project and directed the Nut Tree Airport to split the project into several phases. The result of this decision was a multi-year phased project with additional design work and phased construction spread over several fiscal years.

 

On March 23, 2021, the Board approved the Nut Tree Airport to accept the award of an FAA construction grant in the amount of $890,066. The main passageway taxilane - Phase 1 was completed on November 4, 2022 and accepted by the Board of Supervisors on January 10, 2023.

 

On February 6, 2024, the Board approved the Nut Tree Airport to apply for an FAA construction grant in the amount of up to $3,043,571 for the Nut Tree Airport Northeast Hangar Taxilane Reconstruction and Drainage Improvements Project, Phase 2A. However, the actual FAA grant award for the Project was only $2,607,085.

 

The purpose of the Project is to reconstruct failing pavement and drainage improvements to the southern portion of the hangar taxiways, bring the taxilanes into compliance with FAA safety standards, and extend pavement useful life. When complete, the Project will restore the associated pavement useful life to an expected additional 20 years.

 

The scope of work for this project consists of reconstruction of the taxilanes to the south of the Main Taxilane, with a reconstruction area of approximately 12,000 square yards. Work consists of the following elements: removal of the existing asphalt pavement, reconstruction of a full pavement section (asphalt concrete, aggregate base, and lime treated subgrade), drainage improvements through the construction of concrete valley gutters, and pavement markings. A map of the location of the project is provided in Attachment C.

 

Construction of the Project is planned to occur in two elements over a total of 74 days.  Element 1, which includes contractor mobilization and approval of submittals, would have a duration of 32 working days. Element 2 would occur over approximately 42 working days and involve reconstruction of Phase 2A asphalt.

 

Due to a late seasonal start and winter weather considerations, Element 2 of the project is anticipated to begin in Spring 2025. During each element, the runway will remain open but access to the 38 affected Northeast Hangars will be restricted during Element 2. Element 2 construction is 42 working days and airport tenants will be provided: adequate notice, space on the ramp to relocate aircraft (if necessary), and continuous updates as the project progresses.

 

The Project was advertised as required by Public Contract Code and the recommendation is the result of the competitive bid process. A total of 6 bids were received (Attachment D) with OC Jones & Sons, Inc. as the lowest responsible bidder. The Department of General Services is recommending the Board approve a contract for $2,471,007 with OC Jones & Sons, Inc. to construct the Project.

 

 

 

 

ALTERNATIVES:

 

The Board could choose not to approve the contract with OC Jones & Sons, Inc.; however, this action is not recommended as OC Jones & Sons, Inc. was the lowest responsible bidder on the project following a bid solicitation in the open marketplace.

 

OTHER AGENCY INVOLVEMENT:

 

Close coordination has occurred with the FAA including engineering review of project design plans and specifications. The Nut Tree Airport Advisory Committee has been kept informed of the project and received updates during the Committee’s 2024 quarterly meetings. The Purchasing Division of GSD assisted with the project bidding process. County Counsel reviewed and approved the recommended contract and FAA grant agreement as to form.
