DEPARTMENTAL RECOMMENDATION:
The Chief of Probation, on behalf of the Solano Community Correction Partnership recommends that the Board of Supervisors approve the release of a Request for Proposal seeking up to five agencies to provide community connection and/or support services for individuals recently released from jail or prison for an amount of up to $450,000 each over a three-year period from January 1, 2025 to June 30, 2028 for a total funding in the amount of $2,250,000.
SUMMARY/DISCUSSION:
The current Public Safety Realignment Plan serves as a road map for the County to continue to strengthen the approaches and partnerships to improve in-custody and community-based programs and services for justice involved individuals. The current plan can be found on the Solano County Community Correction Partnership webpage. See the following link: Public Safety Realignment Plan- 2023- Final Report <https://www.solanocounty.com/civicax/filebank/blobdload.aspx?blobid=43236>.
Transition from jail to community, or reentry, is an area of vulnerability in jurisdictions across the county. There has been significant investment in vocational services at the Solano County Sheriff’s Rourk Center and a history of collaboration between the Sheriff’s Office, Probation, service providers and other stakeholders to strengthen reentry practices. Continued focus on strengthening relationships, optimal release planning and discharge processes from custody to probation, and inclusion of collateral partners will result in additional improvements.
Based on the information included in the Public Safety Realignment Plan, the Community Corrections Partnership (CCP) identified the top four most pressing needs for additional services as follows:
1. Behavioral Health and/or Substance Use Disorder (SUD) supports for reentry adults (both in custody and community-based).
2. Family systems services (parenting supports) for reentry adults.
3. Community Supports to assist system navigation for reentry adults.
4. Culturally responsive services for reentry adults.
The CCP is recommending approval of the release of a Request for Proposal (RFP) seeking up to five agencies to provide community connection and/or support services for individuals recently released from jail or prison for an amount of up to $450,000 each over a three-year period from January 1, 2025 to June 30, 2028 for a total funding in the amount of $2,250,000 funded with AB 109 Realignment funds. At the conclusion of the RFP, the contracts will be brought back to the Board for contract award approval. The contracts will include scope of services for each awardee, performance measures, contract monitoring requirements, and award amount.
FINANCIAL IMPACT:
Each grant would be for an amount of up to $450,000 over the three-year period from January 1, 2025 to June 30, 2028. The total funding for the five grants is the amount of $2,250,000 and it is funded by the Community Correction Partnership AB109 fund, and it is included in the Probation Department Recommended Budget. There is no additional impact to the County General Fund. The costs associated with preparing this agenda item are nominal and absorbed by the department’s FY2024/25 Adopted Budget.
ALTERNATIVES:
The Board of Supervisors could choose to no approve to seek a request for proposal for these grants. This action is not recommended, as this grant allows the department to seek highly qualified agencies to provide community connection and/or support services for individuals recently released from jail or prison.
OTHER AGENCY INVOLVEMENT:
The Probation Department has and will consult with the Department of General Services Purchasing Division and County Counsel regarding the RFP process and the contracting process thereafter.
