DEPARTMENTAL RECOMMENDATION:

 

Approve an employment agreement with Ian Goldberg to serve as Solano County Administrator for a four-year term from September 30, 2025 through September 29, 2029

 

SUMMARY/DISCUSSION:

 

The Solano County Board of Supervisors conducted a nationwide search using the services of an experienced executive search firm to fill the County Administrator position that will be vacated following the retirement of the current County Administrator, Bill Emlen.

 

After a comprehensive selection process, the Board selected Ian Goldberg to serve as the next County Administrator. 

 

Mr. Goldberg is a long-standing member of the Solano County leadership team, currently serving as an Assistant County Administrator since 2022. He brings over 20 years of senior and executive-level experience in local government, including two decades with Solano County in both the Auditor-Controller’s Office and the County Administrator’s Office, along with five years of experience in corporate finance.

 

The attached employment agreement outlines the responsibilities and terms of employment. The proposed agreement establishes a four-year term beginning September 30, 2025. The annual base salary is $365,340, and Mr. Goldberg will receive all benefits afforded to department heads, as detailed in the agreement. 

 

 

 

FINANCIAL IMPACT:

 

Sufficient appropriations are included in the County Administrator’s budget to fund the provisions outlined in the proposed employment agreement.

 

ALTERNATIVES:

 

The Board may choose not to approve the employment agreement. However, this option is not recommended, as the position of County Administrator is critical to the effective operation of County government and continuity of leadership following the planned retirement of the current Administrator.

 

OTHER AGENCY INVOLVEMENT:

 

The Board worked with County Counsel to develop the terms of the proposed employment agreement.
