DEPARTMENTAL RECOMMENDATION:

The Auditor-Controller’s Office (ACO) recommends that the Board of Supervisors adopt a resolution amending the Position Allocation List to delete 1.0 FTE Fixed Asset Technician and add 1.0 FTE Accounting Technician.

SUMMARY:

The Fixed Asset Technician is a single classification that exists only in the Auditor-Controller’s Office.  Due to a retirement, the current position is vacant.  Deleting this classification and adding an Accounting Technician provides the Auditor-Controller flexibility in managing the workload, allows for cross-training of staff, and is easier to recruit since the Accounting Technician is a countywide position.

FINANCIAL IMPACT:

The recommended action has minimal fiscal impact.  The additional cost ranges from $2,450 (step 1) to $3,600 (step 5) annually.  The ACO will absorb this cost in the current fiscal year’s appropriations.  Additionally, the cost will be recovered through the Countywide Cost Allocation Plan.

DISCUSSION:

The Fixed Asset Technician is a single classification that exists only in the Auditor-Controller’s Office.  The Fixed Asset Technician maintains and updates the County’s inventory accounting records system and monitors and oversees compliance with the County’s fixed asset policies.

The Accounting Technician position is broader in responsibilities including performing advanced accounting support such as posting financial transactions to automated accounting systems; adjusting, balancing and reconciling account records, which includes fixed asset accounting; and assisting information system experts in upgrading and managing automated systems.

Reclassifying the Fixed Asset Technician position to an Accounting Technician provides the Auditor-Controller flexibility in managing the workload, allows for cross-training of staff, and is easier to recruit since the Accounting Technician is a countywide position.

ALTERNATIVES:

The Board may choose not to adopt the resolution; however, this is not recommended as it would limit the Department’s flexibility to meet operational needs.

OTHER AGENCY INVOLVEMENT:

The Human Resources Department and the County Administrator’s Office have reviewed this proposal and recommend the deletion of the Fixed Asset Technician and addition of the Accounting Technician.

CAO RECOMMENDATION:
