DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management recommends that the Board:

 

1)                     Approve Notices of Completion for Overlay Project 2022 and the Pleasants Valley Road Striping Project; and

 

2)                     Authorize the Clerk of the Board to record the executed Notice of Completion.

 

SUMMARY:

 

On May 24th, 2022, the Board authorized the Department of Resource Management to advertise for bids, award and execute a contract with the lowest responsible bidder for Overlay Project 2022, an identified project approved in the Public Works Capital Improvement Plan.  The project consisted of a hot mix asphalt overlay, edge widening for bike lanes, roadside ditch modifications, shoulder backing, installation of a stop controlled intersection and thermoplastic striping on Putah Creek Road and Winters Road (see A - Location Map).  Additionally, the Project included a new driveway and edge widening installation on Creed Road to provide an emergency access route for Travis Air Force Base.  All construction work on the project has been completed for a final contract cost of $1,507,284.

 

The County Administrator Office (CAO) authorized the Department of Resource Management to advertise for bids, award and execute a contract with the lowest responsible bidder for the Pleasants Valley Road Striping Repair Project (Federal Aid No. 15A5(030)).  The Project consisted of installing thermoplastic edge line (with and without audible stripe) and centerline striping at various locations on Pleasants Valley Road (see A - Location Map).  All construction work on the project has been completed for a final contract cost of $46,703.

 

Approval of these Notices of Completion (attachments B & C) will allow the Department to close out the contracts and invoice for the final amount of Federal funds to be reimbursed for the striping project.

 

FINANCIAL IMPACT:

 

Overlay Project 2022 was primarily funded from the Road Fund with $140,000 coming from the Yolo Solano Air Quality Management District for bike lane additions. The Pleasants Valley Road Striping Repair Project was funded from the Road Fund with $41,346 in Federal Surface Transportation Program funds. The costs associated with preparing this agenda item are nominal and absorbed the Department’s FY2024/25 Working Budget. There is no impact to the General Fund.

 

DISCUSSION:

 

Overlay Project 2022

Overlay Project 2022 provided corridor and intersection improvements to Putah Creek Road and Winters Road. Funding from the Yolo Solano Air Quality Management District allowed the Department to include bike lane additions as part of the edge widening work. During the LNU Lightning Complex Fire in 2020, Travis Air Force Base experienced problems evacuating to the north due to lack of access and immediate fire risks. Base engineering staff asked the Department to install driveway and shoulder enhancements on Creed Road so the Base could construct an alternative emergency access route towards Highway 12.

 

Mountain Cascade Inc. of Livermore, California, was the lowest responsible bidder at the bid opening held on August 17th, 2022.  A contract was awarded to Mountain Cascade Inc. on September 14th, 2022 and executed on September 27th, 2022.  Mountain Cascade Inc. has now completed the project in accordance with the project plans and specifications.

 

Pleasants Valley Road Striping Repair Project

During the LNU Lightning Complex Fire in 2020, thermoplastic striping on Pleasants Valley Road was damaged due to fire heat as well as from recovery response vehicles during the year that followed.  Solano County received Federal aid damage reimbursement funds that allowed the Department to reinstall the thermoplastic striping that was previously destroyed. 

 

Chrisp Company of Fremont, California, was the lowest responsible bidder at the bid opening held on August 29th, of 2023. A contract was awarded to Chrisp Company on September 12th, 2023 and executed on October 10th, 2023.  Chrisp Company has completed the striping in accordance with the project plans and specifications.

 

ALTERNATIVES:

 

The Board could choose not to approve the Notices of Completion for the Project. This is not recommended since all construction work has been completed in accordance with the plans and specifications.
