DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors:
1. Authorize the Director of Resource Management to execute any contracts in an amount not to exceed $191,000 for an emergency repair purchase from Bellingham Marine for emergency replacement and installation of the boat launch float dock at Sandy Beach Park; and
2. Approve an Appropriation Transfer Request for $91,000 from the Parks Fund to fund the work. (4/5 vote required).
SUMMARY:
The Parks Division has been coordinating planned maintenance and repairs to the boat launch float dock at Sandy Beach Park as identified and funded by the FY2023/24 Working Budget. This work was planned to occur in February/March of 2024. The series of high wind-generated winter storms that impacted Solano County from January through early March of 2024 resulted in damage exceeding the planned scope of repairs, leading to the need for a complete replacement of the launch dock float. Replacement of the existing dock exceeds the allocated funds in the FY2023/24 Working Budget for repairs, which total $100,000, requiring additional revenues of $91,000 to fund the total cost of replacement at $191,000.
The Department requests Board authorization for the Director of Resource Management to execute any necessary contracts required for the replacement of this highly used park asset, authorization to complete an emergency purchase from Bellingham Marine, and authorization for an Appropriation Transfer Request increasing revenues from the Parks fund balance as well as increasing corresponding expenditures to complete this dock replacement.
FINANCIAL IMPACT:
The $191,000 in total costs will be paid by the Parks Fund which has sufficient funds to cover the costs. The winter damages are not currently part of a State or Federal declared emergency, and therefore are not eligible for reimbursement.
The costs associated with preparing this agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget.
DISCUSSION:
In January through early March of 2024, a series of atmospheric river storm events impacted Solano County along with the rest of California, resulting in high winds and rain accumulation. The County’s parks emerged from the storms with minimal damages, most of which were isolated to tree limb failures, one tree uprooting, and damage to the Sandy Beach Park boat launch float dock. This steel framed dock with composite decking material suffered structural damage to portions of the five twenty-foot-long segments. The most pressing damage resulted in the sheering off of the bracketry securing the last float segment to the anchor piling as well as the puncturing of multiple floats through the length of the dock, which if left unrepaired will result in the failure of the ability of the dock to remain buoyant (Attachment A).
No damage to the permanently constructed portions of this launch occurred; the proposed work will follow Parks Division goals of minimizing negative impacts to natural resources by disconnecting and removing the damaged float dock and replacing it with a new one occupying the same dimensions and location.
Sandy Beach Park provides public access to over 100,000 visitors annually, a large portion of which utilize the boat launch for fishing boats, personal watercraft, and other pleasure boating activities. The boat launch also serves as a primary launch location for the Coast Guard Station Rio Vista and is one of the launch locations for Solano County Sheriff’s Marine Patrol. This request for immediate action reflects the Department’s goals to provide a safe launch for local first responder agencies, as well as to provide full access to the visiting public ahead of the busy summer boating season. This location is one of the main entry points from Solano County into the Sacramento River, a main artery of the Sacramento-San Joaquin Delta.
ALTERNATIVES:
The Board may choose not to authorize the Director of Resource Management to coordinate the dock replacement and not approve the Appropriation Transfer Request. This is not recommended as the purchase is necessary to complete the launch dock float replacement in order to open the launch dock float back to public and first responder access.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this item, as to form, and will review and approve contracts prior to execution.
