DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends the Board of Supervisors approve a first amendment with Meals on Wheels Solano County for $265,108, for a total contract amount of $1,248,487, to provide home delivered meals to older adults for the current period through June 30, 2026; approve a first amendment with Community Action Napa Valley for $104,264, for a total contract amount of $642,978, to provide home-delivered meals and congregate meals for older and disabled adults for the current period through June 30, 2026; delegate authority to the County Administrator to execute the amendments and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999 each; and approve a $427,781 Appropriation Transfer Request to recognize the unanticipated revenue for the Napa/Solano Area Agency on Aging from the California Department of Aging (4/5 vote required).
SUMMARY/DISCUSSION:
The Napa/Solano Area Agency on Aging (N/S AAA) distributes funds from the California Department of Aging (CDA) for Planning and Service Area 28 Older Americans Act services. Napa/Solano Area Agency on Aging service priorities include nutrition, transportation, emergency housing assistance, and information and referral for the older adult populations in Napa and Solano Counties. The CDA routinely amends the Nutrition Services Incentive Program contract to include additional state and federal funds to augment current services. The additional revenue is intended to supplement currently funded programs. Per the CDA, N/S AAA has the discretion to contract services using service providers under contract for the current Fiscal Year (FY2025/26).
With the addition of $104,264 for a total contract amount of $642,978, Community Action Napa Valley will provide 1,988 additional congregate meals for a total of 21,988 congregate meals and 24,167 additional home-delivered meals for a total of 134,167 home delivered meals.
The original Meals on Wheels contract identified 190,000 home-delivered meals. However, this amount was revised to 116,592 meals based on the final funding that was available through the contract. With the addition of $265,108 for a total contract amount of $1,248,487, Meals on Wheels will provide an additional 23,400 home-delivered meals for a total of 139,992 home-delivered meals and nutrition education for an additional 100 seniors for a total of 1,100 seniors.
FINANCIAL IMPACT:
An ATR for $427,781 is needed for FY2025/26 to recognize unanticipated revenue from the CDA and corresponding appropriations. There is no impact on the County General Fund.
ALTERNATIVES:
The Board may choose not to approve these amendments. This is not recommended because these amendments will provide vital services and activities to the older adults of Solano and Napa Counties.
