DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve the Notice of Completion for the Claybank Warehouse Freezer Replacement Project at 2500 Claybank Road in Fairfield by REM Construction, Inc. of Chico; and

 

2.                     Authorize the Clerk of the Board to record the executed Notice of Completion.

 

SUMMARY:

 

On March 26, 2019, the Board awarded a construction contract to REM Construction Inc. to replace the existing aging walk-in freezer with new wall partitions, doors, ceiling and associated electrical and mechanical work at the Claybank Warehouse located at 2500 Claybank Road in Fairfield. During the course of construction, the quality of work satisfied the requirements of the construction documents prepared by Cannon Design of San Francisco and has been deemed code compliant.  The Department of General Services is requesting that the Board approve the Notice of Completion for the Project and authorize the Clerk of the Board to record the document in order to release retention funds held by the County.

 

FINANCIAL IMPACT:

 

The Board approved $450,000 from Accumulated Capital Outlay Fund and $150,000 from General Fund Expenditure (Budget Unit 1779). The construction contract with REM Construction Inc was awarded for $478,258 and three contract change orders were issued in the amount of $7,607, resulting in a final construction contract of $485,865. The total project cost including design fees, permits, project management, and other miscellaneous costs was $594,350. Remaining project funding of $5,650 will be returned to the Accumulated Capital Outlay fund. The Project budget and expenses are summarized in Attachment B. The costs associated with preparing this agenda item are nominal and absorbed by the department’s FY2019/20 Adopted Budget.

 

DISCUSSION:

 

The Project consists of replacing existing aging walk-in freezer with new wall partitions, doors, ceiling and associated electrical and mechanical work providing more consistent cooling, ensuring food safety and increased energy efficiency. 

 

ALTERNATIVES:

 

The Board could choose not to execute and record the Notice of Completion.  This action is not recommended since REM Construction, Inc.  has successfully fulfilled the terms of the contract.  Failure to adopt the Notice of Completion will prevent release of retention, which could result in adverse claims.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of General Services, Facilities Operations Division was consulted during preparation of the plans and technical specifications for the project and the project schedule was coordinated with the Sheriff’s Office. The Department of Resource Management, Building and Safety Division, provided building inspection and code compliance services for the Project. County Counsel provided legal guidance during the course of the Project.
