DEPARTMENTAL RECOMMENDATION:

 

The Department of Human Resources recommends the Board of Supervisors receive a presentation on the selection of Oliver Broadbent as the October 2025 "Employee of the Month" making Oliver eligible to use the parking space designated for this program.

 

SUMMARY DISCUSSION:

 

On September 13, 2005, the Board of Supervisors established the County Government Center "Employee of the Month" program for County employees. Each month a County department is designated to select one of its employees as "Employee of the Month." The Department of Human Resources has been designated to select an employee for October 2025.

 

Oliver began working in the Department of Human Resources (HR) in March 2023 as an Organizational Development and Training Specialist. In his role, Oliver assists in planning, coordinating, facilitating and evaluating countywide training and development programs for employees countywide. He is also responsible for the full scope of other administrative and training duties. Oliver’s upbeat communication style when facilitating training and during day-to-day interactions with staff creates an atmosphere where training is not only educational, but fun, and helps in building the trust and confidence needed during such interactions. Oliver has received positive feedback from individuals who have attended his trainings, complimenting his delivery and approach.

 

In addition to his countywide training responsibilities, Oliver has taken on the task of creating HR internal training modules specific to the work of each HR Division. This has helped HR onboard and train staff more efficiently and consistently, providing a way for staff to gain foundational and organizational knowledge. In addition, Oliver regularly conducts mini training sessions during HR all-staff meetings to reinforce consultant training, or to introduce new concepts or software uses.

 

Lastly, in recognizing the HR Director’s desire to decrease silos and boost morale within the HR Department, Oliver, along with other team members, created and continues to facilitate a group they have named, “HR Connect.” What began with taking walk breaks with staff across divisions has grown into planned activities during the month, during lunches or breaks, that provide staff with the opportunity to connect through creative activities, or just having lunch together for laughs and relaxation.

 

The Department of Human Resources team congratulates Oliver on being selected as "Employee of the Month."

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to select Mr. Broadbent as the “Employee of the Month”; however, this alternative is not recommended as his co-workers and department leadership have nominated him as deserving of the Board’s “Employee of the Month” program.

 

OTHER AGENCY INVOLVEMENT:
