DEPARTMENTAL RECOMMENDATION:
County Counsel recommends that the Board of Supervisors adopt and present a resolution and plaque of appreciation recognizing Dana F. Vaughn, Deputy County Counsel, upon her retirement from the Office of County Counsel with nearly 30 years of public service, including 25 years with Solano County.
SUMMARY/DISCUSSION:
After five years with the Stanislaus County District Attorney’s Office, Dana began working for Solano County on December 31, 1999 as a Deputy District Attorney where her assignments included the Narcotics Unit, Asset Forfeiture, Worker’s Compensation Fraud, Auto Insurance Fraud Unit, Juvenile and General Felony Unit, and ending in the Family Violence Unit.
After spending 20 years in criminal courts, Dana made the leap to the civil practice of law and joined the Solano County Office of County Counsel on August 31, 2015 where she has been assigned to represent the Public Guardian, the Public Administrator, and the Older and Disabled Adults Units. In this capacity, Dana prepared hundreds of petitions for LPS and Probate conservatorships, the legal mechanisms that authorize the oversight of a person’s finances or the placement and treatment of individuals who cannot make such decisions on their own behalf.
Building upon her relationship with the courts, Dana became the point of contact between the local courts and the mental health forensic team and, in this role, was instrumental in the implementation of Laura’s Law and the development of the Diversion and Assisted Outpatient Treatment Programs. Most importantly, Dana has taken the lead role in developing the policies and procedures with Behavioral Health and the local court to assist with the launching of CARE Court on December 1, 2024.
In July of 2020, Ms. Vaughn began serving as the General Assistance Hearing Officer conducting administrative hearings when county action would result in a denial, discontinuance, withholding, or reduction of a General Assistance grant. Finally, Dana was assigned to represent her old department, the District Attorney’s office, advising civil matters affecting that office.
Dana will be retiring from Solano County on December 31, 2024 just in time for CARE Court to be up and running in full swing.
FINANCIAL IMPACT:
The costs associated with preparation and purchase of the resolution materials and plaque are included in the Board’s FY2024/25 Working Budget. There is no impact to the County General Fund.
ALTERNATIVES:
The Board may choose not to adopt this resolution or approve the plaque of appreciation. This is not recommended as it is an opportunity to acknowledge Ms. Vaughn for her dedication to public service, including 25 years of service to Solano County.
