DEPARTMENTAL RECOMMENDATION:

 

The Sheriff recommends that the Board of Supervisors adopt a resolution and plaque of appreciation honoring Norm Stangler, Animal Care Specialist, upon his retirement from the Sheriff’s Office with over 25 years of dedicated service to Solano County.

 

SUMMARY/DISCUSSION:

 

Norm Stangler began his career with Solano County Department of Agriculture on March 15, 2000, as an Animal Shelter Attendant. On June 25, 2000, Norm was hired into a permanent position and shortly after Animal Care was moved under the Department of General Services.  On August 5, 2001, Norm’s job title was reclassified to Animal Care Specialist. In June of 2011, Animal Care was moved under the Sheriff’s Office, where Norm served as an Animal Care Specialist until his retirement.

 

In his role as an Animal Care Specialist, Norm played an essential and highly dependable part in the daily operations of Solano County Animal Care, ensuring the animals entrusted to the shelter received consistent, compassionate, and attentive care. His responsibilities included the daily feeding, cleaning, monitoring, and overall wellbeing of the animals.

 

Norm took on a significant role in strengthening Animal Care’s training and behavior programs. He was instrumental in developing and refining training classes, as well as managing the behavior helpline that supported new pet owners. Each week, he taught two classes for community members adopting animals from Animal Care, helping set both pets and owners up for long-term success. His instruction not only improved behavior outcomes but also fostered stronger bonds between families and their newly adopted companions. Additionally, he dedicated extra time to animals that were not yet ready for adoption, connecting them with rescues and organizations that could provide further assistance.

 

Norm Stangler was a highly respected and valued member of the Sheriff's Office and will be greatly missed by his friends and coworkers. The resolution honors Norm Stangler for his over 25 years of service and commends his dedication and public service to Solano County. Norm’s official last date of employment with the Sheriff’s Office was September 5, 2025.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item is nominal and absorbed by the department’s FY2025/26 Working Budget. The costs associated with the preparation and purchase of the resolution materials and plaque are included in the Board’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board may elect not to adopt a resolution and plaque of appreciation; however, this is not recommended, as this is an opportunity to honor Animal Care Specialist Norm Stangler for his years of public service to the Sheriff’s Office and the citizens and animals of Solano County.

 

OTHER AGENCY INVOLVEMENT:

 

County Administrative Office ordered the plaque and finalized the resolution for Board approval.
