DEPARTMENTAL RECOMMENDATION:

 

The Department of Human Resources (HR) recommends the Board of Supervisors adopt a resolution amending the Alphabetical Listing of Classes and Salaries to add the classification of Safety Analyst with a monthly salary range of $9,701.63 - $11,792.39.

 

SUMMARY:

 

On April 12, 2022, the Board of Supervisors approved Resolution No. 2022-59 to add a 1.00 FTE Safety Officer (TBD) in HR to continue to address employees’ health and safety and Countywide compliance programs. HR determined the appropriate classification is Safety Analyst.

 

FINANCIAL IMPACT:

 

The approximate cost of adding the Safety Analyst for the remainder of FY2025/26 after an approximate recruitment period is $40,065; however, there will be no fiscal impact for the remainder of FY2025/26 as funding for this position is already included in the FY2025/26 Working Budget. The annual fiscal impact of adding the Safety Analyst is approximately $188,282 and will be included in the department’s future requested budgets.

 

The costs associated with preparing the agenda item are nominal and absorbed by HR’s FY2025/26 Working Budget.

 

DISCUSSION:

 

In 2022, as part of a departmental reorganization, HR received Board approval to delete 1.0 FTE vacant Risk Analyst position to add 1.0 FTE Safety Officer (TBD) position. The purpose of this change was to streamline the focus on countywide safety programs and to continue to address the health and wellness of County staff.

 

HR conducted a comprehensive review of the work requirements of the new classification, which include developing, administering, and monitoring all aspects of the County’s workplace safety programs to reduce employee injuries and liability exposures. This position will be responsible for managing illness and injury prevention; conducting safety training, worksite safety inspections, and audits; and hazard/accident investigations. Additional responsibilities will include coordinating safety compliance and recommending and implementing corrective action. HR’s recommendation is to create a new classification of Safety Analyst.

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to amend the Alphabetical Listing of Classes and Salaries to add the Safety Analyst at the recommended salary range; however, the Department would not recommend this alternative since this position was previously approved by the Board and will provide the Risk Management Division in the Human Resources Department with support for safety requirements.

 

OTHER AGENCY INVOLVEMENT:

 

Pursuant to the County’s Employer-Employee Relations Rules and Regulations (EERRR), HR notified all County bargaining groups of the intention to assign this classification to bargaining unit 62 - Unrepresented; however, no union requested to meet and confer.
