DEPARTMENTAL RECOMMENDATION:

 

The District Attorney (DA) recommends that the Board of Supervisors:

 

1)                     Approve the acceptance of a Kaiser Permanente “Breaking Barriers” grant in the amount of $90,000 for the period of June 1, 2019 through May 31, 2020 on behalf of the Office of Family Violence Prevention;

 

2)                     Authorize the District Attorney to execute the Kaiser Permanente “Breaking Barriers” grant agreement;

 

3)                     Approve an Appropriation Transfer Request for $90,000 to recognize the unanticipated grant revenue for program services to fill crime service gaps and needs (4/5 vote required);

 

4)                     Approve the grant-funded contract for the period of June 1, 2019 through May 31, 2020 in the amount of $90,000 to Solano Advocates for Victims of Violence (SAVV) for crime victim advocacy and educational services; and

 

5)                     Authorize the County Administrator to execute the contract and any subsequent amendments that remain within budgeted appropriations.

 

SUMMARY/DISCUSSION:

 

On April 26, 2018, the Office of Family Violence Prevention was awarded a $90,000 grant from Kaiser Permanente to fund services to fill crime victim service gaps and needs. The grant award period is from June 1, 2018 through May 31, 2019.

 

On May 31, 2019, the Office of Family Violence Prevention was awarded another $90,000 in continuation grant funding from Kaiser Permanente to fund services to fill crime victim service gaps and needs. The grant award period is from June 1, 2019 through May 31, 2020.

 

The purpose of the Kaiser Permanente “Breaking Barriers” grant is to provide one-time funding to help fill victim services gaps and needs, including removing barriers to seeking mental health services in communities with high reported incidences of intimate partner violence, but who are less likely to seek out those services.

 

The Office of Family Violence Prevention, through the contract agency Solano Advocates for Victims of Violence (SAVV) will continue to fill the gaps in service and address the goals identified above through the following activities:

 

                     Coordinate outreach events and/or community forums designed to educate the community as to the negative impact of Intimate Partner Violence (IPV) on an individual’s mental health.

                     Provide domestic violence education on a one-on-one basis.

                     Provide domestic violence education in a group setting, in the form of an educational support group to be held weekly at the Solano Family Justice Center. Separate groups to be conducted in English and Spanish to reach the largest number of victims.

                     Provide peer support, advocacy and linkages to all services, including mental health services, using both the contracted agency, SAVV, as well as the numerous partners located at the Solano Family Justice Center. 

                     Identified victims will also be provided awareness and empowerment programs in collaboration with contracted agency SAVV.

 

The grant award will allow the Department to contract with SAVV to assign victim advocates to the above listed service gaps. During the time period of July 1, 2018 through May 31, 2019, they have served 391 clients. There is no cost to the County General Fund.

 

FINANCIAL IMPACT:

 

There will be no financial impact to the County General Fund as the $90,000 in award funds was not included in the Department’s FY2019/20 Recommended Budget. The Department’s request for increase in appropriations for FY2019/20 is entirely offset by award funding and the grant period concludes on May 31, 2020. The award funds the contract with SAVV for victim advocacy. The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2018/19 Adopted Budget.

 

ALTERNATIVES:

 

The Board can choose not to approve the ATR or the contracts. This will prevent Solano County from utilizing the funding from the Kaiser Permanente and may affect its potential to receive future awards from these agencies.
