DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services recommends that the Board of Supervisors approve a first amendment with Homebase for $150,000 for a total contract amount of $224,900 to provide technical assistance and training related to homeless assistance grants for the current period through June 30, 2026; and delegate authority to the County Administrator to execute the amendment and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.

 

SUMMARY:

 

Homebase provides Solano County Health and Social Services (H&SS), Behavioral Health Division, and its community partners with comprehensive technical assistance, training, and consultation services. These services are intended to ensure H&SS compliance with federal Housing and Urban Development (HUD) regulations, support efforts to end homelessness, assist in the development of policies aligning with Housing First Solano Continuum of Care priorities, and provide technical assistance in grants management and reporting. Homebase will also offer guidance to the H&SS, Behavioral Health Division on the implementation and expansion of supportive homeless and housing services.

 

FINANCIAL IMPACT:

 

This two-year contract is funded with Behavioral Health Bridge Housing (BHBH) and Homeless Housing, Assistance and Prevention Round 5 (HHAP-5) funding awards. Appropriations are included in the FY2024/25 Working Budget and will be included in the department’s FY2025/26 Supplemental Budget request. The costs of preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.

 

DISCUSSION:

 

The training, technical assistance, and consultation services provided by Homebase are vital in helping Solano County Behavioral Health and its community partners comply with the HUD Continuum of Care (CoC) program regulations. As regulations evolve, Homebase will continue to assist in the transition and alignment of new requirements, ensuring adherence to updated regulations, performance measures, and coordinated assessment systems, and will also provide technical assistance supporting Solano County’s Homeless Housing, Assistance and Prevention (HHAPP) Round 6 grant application. Homebase will continue to support Solano County's mission to end homelessness by assessing the current status of the continuum of care and making recommendations for improvement.

 

Homebase provides valuable technical assistance and consulting services for grants management and reporting, helping H&SS to build capacity, ensure grant compliance, and prepare for audits. Homebase's community coordination efforts, including facilitating meetings, presenting to stakeholders, and providing strategic guidance, fosters collaboration among the various H&SS divisions as well as key stakeholders in the community.

 

The result of Homebase’s increased involvement is a more coordinated, efficient, and data-driven approach to homelessness response in Solano County, with the goal of improved outcomes and increased access to services for individuals and families experiencing homelessness.

 

The current contract with Homebase is for $74,900 and for the period of July 1, 2024 through June 30, 2025. This first amendment will increase the contract by $150,000 for a new total contract amount of $224,900 and extend the contract through June 30, 2026.

 

ALTERNATIVES:

 

The Board may choose not to approve the contract amendment; however, this action is not recommended. The services provided by Homebase will assist in strengthening the department’s ability to maintain and further its position in responding to and addressing homelessness in Solano County.
