DEPARTMENTAL RECOMMENDATION:
The Department of Information Technology (DoIT) recommends that the Board of Supervisors:
1. Approve a contract with Motorola Solutions for $1,263,275 for a term of April 28, 2026 through June 30, 2037 for a System Upgrade Agreement and Essential Services for the South Simulcast Cell supporting Phase One of the County's Public Safety Communications System expansion serving Vallejo and Benicia; and
2. Authorize the County Administrator to execute the agreement and subsequent amendments, with County Counsel concurrence, up to $74,999 per fiscal year.
SUMMARY / DISCUSSION:
In 2020, the County began transitioning from legacy VHF and conventional radio systems to a modern Project 25 (P25) digital trunked radio system, initially deploying infrastructure to serve Fairfield, Vacaville, and Suisun followed by expanding system capabilities through the development of a South Simulcast cell designed to support additional jurisdictions, including Vallejo and Benicia.
The Motorola System Upgrade Agreement (SUA) and Essential Services Add-On will provide lifecycle support for the new South Cell infrastructure, including scheduled software release updates, hardware updates when required to support certified releases, remote technical support, repair coordination, and security update services. Approval of the agreement will help ensure the new infrastructure remains current, secure, vendor-supported, and operationally reliable as Vallejo and Benicia transition to the County system.
The Vallejo and Benicia system licensing agreements associated with Phase One approved by the Board on April 7, 2026 will generate ongoing service fee revenue to support the operational and lifecycle costs of this South Cell infrastructure, including this contract.
FINANCIAL IMPACT:
The total cost of the contract over the ten-year term is $1,263,275 at approximately $125,000 annually with minimal price increases over the term of the contract. As the first payment is due no earlier than July 2027, costs associated with the agreement will be included in future budget requests. Costs associated with the agreement will be covered by revenue generated through the Vallejo and Benicia Phase One licensing agreements. There is no additional impact to the County General Fund.
ALTERNATIVES:
The Board may choose not to authorize the Motorola SUA and Essential Services Add-On; however, this is not recommended because it would reduce lifecycle and vendor support for infrastructure that is needed to implement the Vallejo/Benicia Phase One expansion.
OTHER AGENCY INVOLVEMENT:
The Department of Information Technology coordinated this item with the County Administrator's Office, County Counsel, Risk Management, Motorola Solutions, and public safety communications stakeholders.
